Briefing on Elizabeth Lakes Estates Request for a Service District Tax Increase

City staff has received a request from the Elizabeth Lakes Estates Civic Association (ELECA) to increase their service district tax rate from $0.06 to $0.10. This tax was first imposed on July 1, 2001, after it was overwhelmingly supported by the ELECA membership, and has remained at $0.06 per $100 of assessed value since that time. The ELECA, has operated on a deficit budget since Fiscal Year 2020 due to increased expenses and has been using their rainy day fund to cover these deficits. They have informed us that this is no longer sustainable and need to increase the service district tax. They have notified the members of the ELECA about this request and it has been approved by their governing board.
