TITLE
Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the Family and Children’s Trust (FACT) Fund of Virginia Emergency Funds Project - Home Visiting Program Ad Hoc Grant
BACKGROUND
PURPOSE/BACKGROUND:
The purpose of this resolution is to accept and appropriate grant funds for families that are served by Hampton Healthy Families Home Visiting Programs; Healthy Families and Parents As Teachers. These grant funds will be used to provide emergency and limited support to families in need.
DISCUSSION:
The Family and Children’s Trust Fund (FACT) was created by the Virginia General Assembly in 1986 as a public-private partnership to raise funds, increase awareness and advise on policies for the prevention of family violence, including: child abuse and neglect, domestic violence, sexual assault, and elder abuse and neglect. FACT is the only organization in Virginia that addresses family violence and trauma across the lifespan.
FACT of Virginia has established a limited emergency fund project to assist families working with Virginia’s Maternal, Infant, and Early Childhood Home Visiting (MIECHV) programs. FACT recognizes that financial stress and unexpected expenses can threaten family stability. This project is intended to provide direct, flexible, emergency, financial assistance for families at or near the poverty level.
IMPACT:
The grant award is $5,000.00 providing services to 20 families with no local match required.
RECOMMENDATION:
Approve.
