Closed session pursuant to Virginia Code Sections 2.2-3711.A (1) and (8) to discuss the performance of the City Manager and the Clerk of Council; to discuss the terms of appointment of a candidate for City Attorney; to discuss appointments as listed on the agenda; and to consult with legal counsel and receive a briefing by staff pertaining to actual litigation where such consultation or briefing in open session would adversely affect the City's negotiating or litigating posture
