Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate to and within the Capital Fund (Capital Projects Fund) for the Traffic Signals Retimings Phase II Project (1) $423,928 in Additional Congestion Mitigation and Air Quality Funding from the Virginia Department of Transportation; and (2) Bond Funds of $70,278 to be transferred from the Traffic Signal System Retiming Project

 

Purpose

The Traffic Signal System Retimings Phase II Project (UPC 109410) (the “Project”) is the retiming of twenty-one (21) arterials Citywide.  The Project will collect vehicular count data and optimize 130 traffic signal systems.  The City of Hampton requested a Transportation Improvement Program (“TIP”) amendment be approved by the Hampton Roads Transportation Planning Organization (“HRTPO”) to transfer a combined total of $423,928 in Virginia Department of Transportation funds allocated to four (4) completed projects:  Traffic Signal Retiming Project (UPC 102867), Emergency Vehicle Preemption Project (UPC 113752), Citywide Wayfinder Signs Project (UPC 84331) and Signalized Intersection Timing Update Project (UPC 97717).   In addition, within the City’s Capital Fund (Capital Projects Fund), $70,278 also remains from one of those projects, the Traffic Signal Retiming Project.  Those funds in the Capital Fund (Capital Projects Fund) are bond funds. 

Impact

Net Impact $423,928 in new federal and state funds will be added to the Traffic Signal System Retiming Phase II Project.

                                     WHEREAS, in accordance with Virginia Department of Transportation ("VDOT") project allocation procedures, City Council must request, by resolution, that VDOT appropriate funds to highway projects in the City of Hampton;

 

                                         WHEREAS, VDOT, through the Hampton Roads Transportation Planning Organization (“HRTPO”), approved a transfer to the City the sum of $423,928 in HRTPO Congestion Mitigation and Air Quality (“CMAQ”) Funding from four (4) completed projects, including the Traffic Signal Retiming Project, Emergency Vehicle Preemption Project, Citywide Wayfinder Signs Project, and Signalized Intersection Timing Update Project, and the transfer of bond funds held in the City’s Capital Fund (Capital Projects Fund) of $70,278 from the Traffic Signal System Retiming Project for the Traffic Signal System Retimings Phase II Project (UPC 109410);

 

                                          WHEREAS, these funds were not previously included in the Fiscal Year 2025 Council Approved Budget;

 

                                                            WHEREAS, VDOT will pay those funds not yet distributed to the City on a reimbursement basis following the expenditure of City funds; and

 

        WHEREAS, Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that City Council approve the transfer of unencumbered bond proceeds.      

 

                                         NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON that it amends the Fiscal Year 2025 Council Approved Budget and hereby agrees to (1) accept and appropriate from VDOT $423,928 in CMAQ Funding to the Capital Fund (Capital Projects Fund) for the Traffic Signal System Retimings Phase II Project;  and (2) transfer and appropriate bond funds of $70,278 from the Traffic Signal Retiming Project for the Traffic Signal System Retimings Phase II Project, both within the Capital Fund (Capital Projects Fund); and

                                         BE IT FURTHER RESOLVED that the City Manager, or her authorized designee, is hereby authorized to take any and all necessary actions to carry out the purposes of this Resolution, subject to the approval by the City Attorney.
