Resolution to Amend the Fiscal Year 2025 Council Approved Budget and Accept and Appropriate the 2024 Institute for Intergovernmental Research (IIR) Building Bridges Implementation Grant Awarded by the Bureau of Justice Assistance (BJA) to the City of Hampton, Virginia
Purpose
This funding opportunity, supported by the Bureau of Justice Assistance, will make up to $250,000 Application Announcement available over a 14-month period to eligible Building Bridges sites to support projects to increase access to Medication Assisted Treatment (MAT) in jails and the capacity of local communities to collaborate across public safety, behavioral health, and public health to continue care in the community. Sites can expect to continue to have a meaningful opportunity to engage with subject matter experts and each other. Over the course of 14 months, sites can expect monthly collaborative calls with coaches with subject matter expertise and tailored technical assistance for implementation of their plans.
Discussion:
During the Building Bridges nine-month planning initiative the Hampton Sheriff's Office (HSO) addressed objectives and gaps in the current MAT program which will be reviewed and addressed in the implementation stage. With the areas of need identified in the planning phase along with training and policy update we plan to proceed with increasing our MAT efforts by focusing on the following objectives which were identified during the planning phase: Develop in-custody Substance Use Disorder (SUD) screening and assessment, develop Reentry Program to support continuity of care planning and to make induction appointments in the community post-release, develop behavioral health program at HSO, and learn components of Medication for Opioid Use Disorder (MOUD) induction program.
Impact:
This grant award will help to support incarcerated individuals with substance use disorder. The grant award is $230,000 with no local match required.

WHEREAS, the Bureau of Justice Assistance (BJA) has awarded the City of Hampton, Virginia a 2024 Building Bridges Implementation Grant in the amount of $230,000 dollars;
WHEREAS, the Building Bridges Grant award requires no local match;
WHEREAS, the Building Bridges Grant which totals $230,000 will be used by the Hampton Sheriff's Office to fund methods to treat opioid use disorder for incarcerated individuals within the City; and
WHEREAS, the grant award is for the period of July 1, 2024 through September 30, 2025.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2025 Council Approved Budget to accept and appropriate the Building Bridges Grant in the amount of $230,000, and any supplemental funding, to the Grant Fund for the purpose of funding the Medication Assisted Treatment Program within the Hampton Correctional Facilities.
BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
