Resolution to Amend the Approved Fiscal Year 2018 Council Approved Budget by Accepting and Appropriating the Fiscal Year 2017 Local Emergency Management Performance (“LEMP”) Grant as Awarded by the Virginia Department of Emergency Management to the City of Hampton, Virginia (“City”)

 

Purpose

PURPOSE/BACKGROUND:

The purpose of this resolution is to amend the Fiscal Year 2018 Council Approved Budget and accept and appropriate state grant funds and certain in-kind services to permit continuation of the Office of Emergency Management’s Comprehensive Emergency Management Program (“Program”).

 

Discussion:

 

The Local Emergency Management Performance (“LEMP”) Grant has been awarded to the City of Hampton, Virginia’s (“City”) Office of Emergency Management (“OEM”) annually for the purpose of supporting the City’s Comprehensive Emergency Management Program (“Program”).  The Program includes the City’s WebEOC program; training and education for City staff and volunteers; and planning assistance for the OEM including that for home elevations, all in an effort to better prepare for future threats.  The 2017 LEMP Grant award is $70,740 with a required local in-kind or cash match of $70,740.  The OEM has chosen to meet the required match through collective in-kind contributions from City resources falling into three categories: (i) Technology:  the purchase of the Everbridge mass notification system and a portion of the WebEOC purchase facilitated by Information Technology; (ii) Training: the utilization of the City existing workforce through the diversion of staff time and manpower resources to attend departmental training on emergency management issues; and (iii) Supplies: the use of a minimal portion of OEM's operating budget to obtain necessary supplies.

WHEREAS, the City of Hampton, Virginia’s (“City”) Office of Emergency Management (“OEM”) applied for and has been awarded  the 2017 Local Emergency Management Performance (“LEMP”) grant funds through the Virginia Department of Emergency Management in furtherance of the OEM’s Comprehensive Emergency Management Program (“Program”); and

 

WHEREAS, the grant award for the period of July 1, 2017 through June 30, 2018 includes $70,740 in state funds and requires a $70,740 cash or in-kind match (“LEMP Match”) from local resources.   

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia amends its Fiscal Year 2018 Council Approved Budget to accept and appropriate to the Grant Fund $141,480, to include the grant of $70,740 in state funds and matching in-kind services in the amount of $70,740, and any supplemental funding, awarded by the Virginia Department of Emergency Management in accordance with the grant program;

 

BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
