Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund (the "VBAF") Site Assessment and Planning Grant Through the Virginia Economic Development Partnership Authority

 

 

Purpose

Purpose/Background:

 

The Virginia Economic Development Partnership (VEDP) directs the distribution of grants from the Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund (VBAF) Program in consultation with the Virginia Department of Environmental Quality (DEQ). The VBAF Program is targeted towards projects or phases of work associated with the restoration and redevelopment of brownfield sites that will generate investment and job creation in the immediate future. This grant is a VBAF Site Assessment and Planning Grant, which cover environmental site assessments. The grant was awarded to perform the sampling characterization work deemed necessary by DEQ to further assess Parcels 19 and 20 (LRSNs 6000822 and 6000824), which were purchased by the City to expand the clear zone for Langley Air Force Base (LAFB). The VEDP and DEQ awarded the grant based on the extreme importance of the relationship between the City, LAFB, and the wider regional economy, and hence the importance of this phase of work to establish the clear zone needed by LAFB.

                     WHEREAS, the Virginia Economic Development Partnership Authority in consultation with the Virginia Department of Environmental Quality has awarded a Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund ("VBAF") Site Assessment and Planning Grant to the City of Hampton in the amount of $21,615 with a local match required of $21,615 for a total grant amount of $43,230;

 

                     WHEREAS, the grant will be used to offset the cost of necessary environmental site characterization work on two parcels of property abutting Langley Air Force Base and partially within the “Clear Zone,” which were acquired by the City of Hampton and are enrolled in the Virginia Remediation Program ("VRP");

 

                     WHEREAS, funding has already been appropriated related to Langley Air Force Base Clear Zone acquisitions, which can be used for the local match; and

 

                     WHEREAS, the grant performance date is October 1, 2017, which is the date by which the City expects to have completed the project.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia approves, accepts and appropriates the VBAF Site Assessment and Planning Grant in the amount of $43,230 awarded and any related supplemental funding by the Virginia Economic Development Partnership in accordance with the grant agreement;

                     

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to execute the grant agreement and take all necessary steps to implement this grant award.
