Resolution Approving the City of Hampton, Virginia's Participation In and Appropriation of the 2017 Byrne Justice Assistance Program - Policing in the 21st Century Community Classroom Grant through the Department of Justice, Byrne Justice Assistance Grant Program

 

 

Purpose

PURPOSE/BACKGROUND:

The 2017 Bryne Justice Assistance Grant (JAG) Policing in the 21st Century Community Classroom Grant will be used to outfit two classroom environments for the Police Division.  The goal of this project is to utilize the classrooms to both promote partnerships within the community through the inclusion of private citizens and community groups in police meetings and training and to provide an adequate learning environment for police officers and civilian employees attending training focused around the 21st Century Policing pillars.

 

Discussion:

The funding from this grant will allow the Hampton Police Division to provide more readily available training to its officers on topics relating to the 21st Century Policing pillars.  This will enable the division to continue moving forward in adopting these principles and maintaining a professional police presence while providing further career development training to its personnel.  Further, as the Police Division continues to support and build upon its community partnerships, it will allow the Division’s Community Engagement Unit to open these established community classrooms for citizens to attend appropriate training courses to facilitate further transparency and provide opportunities of understanding and input from the public.  This will allow the Hampton Police Division to continue making forward progress toward attaining and exceeding the goals and objectives of being a professional, 21st Century Policing organization.

 

Impact:

This project provides an additional offering to the citizens of Hampton that will allow further engagement of the community while enabling Police Division personnel to further develop skills related to 21st Century Policing in a more conducive environment.  The grant conditions require a cash match during the one year period and would be matched through the Hampton Police Division’s existing General Fund budget.  Federal funds are being awarded in the amount of $18,000.  The local match is $2,000 for a grand total of $20,000.

                     WHEREAS, the City of Hampton has been awarded the 2017 Byrne Justice Assistance Program Grant in the amount of $18,000 in Federal funds with $2,000 as a cash match from the Hampton Police Division’s existing budget for a total of $20,000 over the course of one year; and

 

                     WHEREAS, the grant award covers the period 01/01/2017 through 12/31/2017. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the 2017 Byrne Justice Assistance Program (JAG) Grant as awarded/made by the Department of Criminal Justice Services, and any supplemental funding, in accordance with the grant agreement. 

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
