Title

Rezoning Application No. 25-0148 by Orchard Oaks, LLC to Rezone +/-10.18 acres at 183 E Mercury Boulevard, 183-A E Mercury Boulevard, 261 Woodland Road, and 265 Woodland Road [LRSNs: 12003432, 12003433, 12003435, and 12003434], from General Commercial (C-3) District and the One-Family Residential (R-11) District to the Multifamily Residential (MD-4) District, with Conditions for a Multifamily Development

Purpose

Background Statement:

Rezoning Application No. 25-0148 is a request to rezone the parcels located at 183 E Mercury Boulevard, 183-A E Mercury Boulevard, 261 Woodland Road, and 265 Woodland Road [LRSNs : 12003432, 12003433, 12003435, and 12003434], from General Commercial (C-3) District and the One-Family Residential (R-11) District to the Multifamily Residential (MD-4) District, with conditions. The purpose of the rezoning is to allow for the development of a multifamily project.  More specifically, the proposed multifamily residential project includes 316 apartment units within four (4) buildings:  one (1) 3-story building and three (3) 4-story buildings; and includes 420 parking spaces, including five (5) Level 2 electric vehicle charging stations. Proposed community amenities include a 1-story clubhouse building, located central to the overall development, which will include the leasing office, fitness area, game rooms/billiards, package room, and business center.  Outside amenities would include a community pool, outdoor seating, grilling areas, and fire pits.  Additional details of the proposed development can be found in the application and staff report.

The Hampton Community Plan (2006, as amended) currently recommends low density residential land use for the subject property.  However, Community Plan Amendment (CPA 25-0102) recommends changing the future land use recommendation from low density residential to high density residential.  Overall, locating multifamily residential units in this area of Hampton meets a number of Land Use and Community Design, Resilience, Housing and Neighborhood, and Economic Development policies within the Plan.  Recommendations from the Plan include adaptive redevelopment of underutilized vacant sites, adding needed residential units, and promoting resilient housing and neighborhoods, with a focus on the unique needs of each community.

This application is in conjunction with Use Permit Application No. 25-0149, which would allow multifamily dwellings within the Multifamily Residential (MD-4) District with an approved use permit.
