2024-2025 Annual Action Plan Amendment

 

Purpose

PURPOSE/BACKGROUND:

This public hearing will accept final community input on proposed amendments to the CDBG and HOME Program budgets. The amendments, developed jointly by the Community Development Department and the Hampton Redevelopment and Housing Authority, redirect funds to high-priority projects and ensure timely use of federal resources. As changes exceeding 25%, they require a substantial amendment process, including a 30-day public comment period, as outlined in the City’s CDBG & HOME Citizen Participation Plan.

 

Discussion:

 

The amendment proposes reallocating $78,027 in CDBG funds to increase the Housing Programs budget, allowing the City to expand the Weatherization and Energy Efficiency Program (WEEP) and the Accessibility Program. These programs provide essential safety, efficiency, and accessibility improvements for low- and moderate-income households. Funding would be drawn from the Disposition and Acquisition budgets, and no disruption to ongoing services or commitments is anticipated.

 

Additionally, the amendment would reallocate $877,615.94 in HOME funds to the Homebuyer Assistance Program to meet growing demand from first-time homebuyers navigating rising home prices. The shift would be supported by reducing funds for Acquisition and Rehabilitation, New Housing Construction, and HOME Administration. The City may restore these activities in future program years as community needs evolve.

Overall, the reallocation of CDBG and HOME funds will deliver direct benefits to existing homeowners and to residents pursuing homeownership in Hampton. Increased support for weatherization, accessibility modifications, and homebuyer assistance will improve housing safety, energy efficiency, and affordability for vulnerable populations. These adjustments align with and further the Community Plan’s commitment to expanding safe, sustainable, and affordable housing opportunities across the city.
