Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the FY 2025 Fire Programs (Aid to Localities) Fund Allocation from the Commonwealth of Virginia, Department of Fire Programs
Purpose
PURPOSE/BACKGROUND:
The Fire Programs Fund is derived from one percent of fire-related insurance coverage. Approximately 75 percent of the total fund goes directly to counties, cities and incorporated towns within the Commonwealth of Virginia (the "Commonwealth') as Aid to Localities ("ATL") funds. Allocations, which are population based, must be used solely for the purpose of training volunteer or career firefighting personnel; funding fire prevention and public safety education programs; constructing, improving, and expanding regional or local fire service training facilities; purchasing emergency medical care and equipment for fire personnel; payment of personnel costs related to fire and medical training for fire personnel; or purchasing personal protective equipment, vehicles, equipment and supplies for fire service purposes in the receiving locality.
Discussion:
The ATL Funds are not a grant and there is no requirement to expend the funds within an allotted time period. Residual balances may roll over from year to year if necessary. The allocation of funds will help support the operating needs of the Fire and Rescue Division. The City is required to report to the Commonwealth, on an annual basis, the use of funds allocated for the previous year as well as complete a Fire Programs Fund Disbursement Agreement Form.
Impact:
The allocation for Fiscal year 2025 is $702,873.00 with no cash or in-kind match required. The funds will be appropriated to the Grant Fund for accounting and reporting purposes.

WHEREAS, the Commonwealth of Virginia, Department of Fire Programs has allocated the FY 2025 Fire Programs Aid to Localities ("ATL") Funds in the amount of $702,873.00 in state funding;
WHEREAS, The FY 2025 Fire Programs Aid to Localities ("ATL") Funds allocation requires no cash or in-kind match;
WHEREAS, the FY 2025 Fire Programs Aid to Localities ("ATL") Funds, which total $702,873.00 will be used by the Fire and Rescue division to support its operating needs; and
WHEREAS, there is no allotted time period for use.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia herby amends its Fiscal Year 2025 Council Approved Budget to accept and appropriate the FY 2025 Fire Programs Aid to Localities ("ATL") Funds in the amount of $702,873.00, and supplemental funding, allocated by the Commonwealth of Virginia, Department of Fire Programs to the Grant Fund for the purpose of supporting the operating needs of the Fire and Rescue division in accordance with the disbursement agreement.
BE IT FURTHER RESOLVED that the City council authorizes the City Manager, or her designee, to take any and all actions necessary to implement the allocation of funds.
