Resolution Requesting that the Virginia Department of Transportation Program Little Back River Road Phase II Project into its Six-Year Improvement Plan
Purpose
The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) SMART SCALE Funding for the Little Back River Road Phase II (Segment B) Project (“Project”). The Project includes construction of missing sidewalk and a shared use path between Clemwood Parkway to west of West River Point Drive; from this point the shared use path will move to the south side of the road and the sidewalk to the north side with this arrangement continuing to the Project end at Harris Creek Road.
In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each qualifying transportation project and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements required for implementation of such projects. The Project has been included in the Council Approved FY2025 Budget, and will be fully funded with Federal and State funds to be paid on a reimbursement basis to the City following the expenditure of City funds.
Impact
The project is funded with 100% State and Federal funds and will enhance the walkability in the Little Back River Road area.

WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program qualifying transportation projects in the City of Hampton (the “City”);
WHEREAS, if approved, VDOT will allocate sufficient federal and state funds to fully fund such projects;
WHEREAS, VDOT has indicated and is prepared to program SMART SCALE Funds to be used by the City for the Little Back River Road Phase II Project and has assigned UPC 115527 to the Project;
WHEREAS, the funds received from VDOT for the Project will be paid on a reimbursement basis to the City following the expenditure of City funds; and
WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on the funds for the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Project, that:
A. The Virginia Department of Transportation is requested to program SMART SCALE Funds into the Six-Year Improvement Plan for the City for the herein referenced Project; and
B. The City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
