Resolution to Amend to Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the Fiscal Year 2024 American Rescue Plan Act (ARPA) Tourism Recovery Program Grant Awarded by the Virginia Tourism Corporation

 

...Purpose

PURPOSE/BACKGROUND:

Hampton Convention & Visitor Bureau (CVB) has been awarded an ARPA Tourism Recovery Grant from the Virginia Tourism Corporation in the amount of $26,976.43 for hosting the USA Artistic Swimming Junior Olympic National Championship in July 2023.

 

Discussion:

Hampton CVB spent $26,976.43 to host the USA Artistic Swimming National Championship at the Hampton Virginia Aquaplex from June 25-July 3, 2023. Virginia Tourism Corporation, the pass-through organization of ARPA funds, has awarded Hampton Convention & Visitor Bureau with a complete refund of expenditures required in order to host the event in Hampton. 

 

Funds were spent on venue rental, official hospitality costs, floor decals and banners, and promotional gifts for each swimmer.

 

Impact:

 

$26,976.43

 

Appropriating the grant award of $26,976.43 will allow the CVB funding to pursue additional athletic events and conventions for the City of Hampton.

WHEREAS, Hampton, Virginia hosted the USA Artistic Swimming Junior Olympics National Championships at the Hampton Virginia Aquaplex June 25-July 3, 2023;

 

WHEREAS, Virginia Tourism Corporation is the pass-through organization for Federal ARPA funding though the VTC ARPA Tourism Recovery Program, CFDA 21.027;

 

WHEREAS, the USA Artistic Swimming Junior Olympic National Championships created great awareness of the Hampton Virginia Aquaplex and Hampton, Virginia as an aquatics event destination;

 

WHEREAS,  all expenditures spent to host the  USA Artistic Swimming Junior Olympic National Championships will be refunded to Hampton Convention & Visitor Bureau through this grant award in order to attract other group events to Hampton, Virginia;

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2024 Council Approved Budget to accept and appropriate the Virginia Tourism Corporation ARPA Tourism Recovery Program Grant award in the total amount of $26,976.43, and any supplemental funding, to the Conventions & Visitor Bureau Operating Budget in the General Fund.

 

BE IT FURTHER RESOLVED that City Council authorizes the City Manager, or her designee, to take any and all actions necessary to accept and implement this grant award and carry out the purposes of this Resolution, subject to approval by the City Attorney.
