Public Hearing to Receive Citizens' Comments Relative to the Fiscal Year 2017 Budget and Proposed Taxes and Fees

Purpose

PURPOSE/BACKGROUND:

The City Council received the City Manager's Recommended Operating and Capital Budgets ("Manager's Recommended Budget") on Friday, April 15, 2016.

Discussion:

Council received the Manager’s Recommended Budget on Friday, April 15^th.  A special work session was held the afternoon of April 27, 2016.  A public hearing will be held during the legislative session on April 27, 2016  to give Council the opportunity to receive citizens' comments relative to the Manager's Recommended Budget.  A second public hearing will be held on May 4, 2016.  These public hearings were duly advertised in the Daily Press on April 17, 2016. Subsequent work sessions will be held on May 4, 2016 and May 11, 2016 for Council to consider comments received from citizens and additional information requested by Council.  The first reading of all budget ordinances will be on May 4, 2016 and the second reading and final approval will be on May 11, 2016.

General Fund for City and School operations totals $463,091,719;

Capital Improvement Fund totals $44,540,620;

Solid Waste Management Fund totals $15,220,328;

Steam Plant Fund totals $7,915,000;

Stormwater Management Fund totals $9,636,030;

Wastewater Management Fund totals $12,287,988;

Fleet Services Fund totals $7,367,377;

Information Technology Fund totals $2,598,485;

Risk Management Fund (including Hampton City Schools) totals $8,561,608;

Hampton Coliseum and Hampton Arts Commission Fund totals $8,501,549;

Hampton Roads Convention Center Fund totals $10,135,227

The Hamptons Golf Course Fund totals $1,073,743;

The Woodlands Golf Course Fund totals $822,062; and

Proposed Personal Property Tax Rate (no changes)

Proposed Real Estate Property Tax Rate (no change)

Public Rights-of-Way Use Fee (increase) $1.05/per line/per month to $1.11/per line/per month.  This fee is imposed by the Commonwealth of Virginia and set by the Virginia Department of Transportation.
