Resolution determining Alvean Lyons, Inc., to be the only source practicably available from which to procure the services of the families forward initiative for Hampton families and authorizing the negotiation and execution of a contract with Alvean Lyons, Inc., as a "Sole Source"
Purpose
PURPOSE/BACKGROUND:
The Families Forward Initiative (FFI) was created by Alvean Lyons. FFI is a multi-faceted parenting education learning initiative that takes parent education to where parents live. FFI as developed and implemented by Alvean Lyons, Inc., offers effective youth violence prevention and interventions through its direct partnership with the City of Hampton city Manager's office, the Community Action Coalition for the Prevention of Youth Violence, and the Hampton Healthy Families partnership.
Research has shown that multi-faceted parent education programs structured similarly to FFI have been found to be more successful at preventing youth violence than other approaches in this area. When parents are engaged in community resources, they are able to respond more effectively to the physical and emotional health related needs of their children. FFI makes parenting education tools readily available and accessible to all parents regardless of socio economic status.
By implementing the scope of services outlined in the Alvean Lyons, Inc., contract, the FFI is on the front-lines of parent education in the City of Hampton. Through these initial contacts, families can be made aware of the broader array of services available through such agencies as Healthy Families, the Department of Social Services, and the Child Services Act.
FFI is the only multi-faceted parent education program of its kind available in this region. Given the scope of benefits that this program offers to Hampton families and the limited availability of other programs of its kind in this region, the Department of Social Services submits the attached Resolution for approval of Alvean Lyons as a sole source procurement.

Approval of Sole Source Contract

WHEREAS, the Council acknowledges that the quality of life in the City is threatened
by the prevalence of violence perpetrated by youth and young adults and that the
development of programs and partnerships that will expose youth to more pro-social learning
opportunities, will reduce their engagement in gangs, violence or delinquent behaviors;
WHEREAS, Hampton City Council recognizes the public interest in providing through
its Youth & Families Department the most efficient and cost-effective means reasonably
available to provide training and educational programs that strengthen families by providing
skills to increase parental responsibility and to help children and youth cultivate the
relationships, opportunities, skills, values and commitments needed to grow up healthy, caring
and responsible;
WHEREAS, the Council acknowledges that Alvean Lyons, Inc. is the exclusive provider
of the Families Forward Initiative, a multi-tiered, research based, social emotional learning
initiative, which the city desires to be delivered to Hampton families and youth through
workshops, seminars, conferences and family forums and multi-media outlets; and
WHEREAS, the price at which Alvean Lyons, Inc. has offered audio books, web-based
/internet forums and other Families Forward services has been determined to be fair and
reasonable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton,
Virginia as follows:
1. That the contract for procuring the Families Forward Initiative described above
may be negotiated and awarded to Alvean Lyons, Inc. as a sole source without
competitive sealed bidding or competitive negotiation as set forth in Virginia
Code Section 2.2-4303.E;
2. That the City Manager or her authorized designee is hereby authorized to •
negotiate and execute a purchase contract with Alvean Lyons, Inc.; and
3. That the notice awarding the contract to Alvean Lyons, Inc. shall be posted in a
public place pursuant to Virginia Code Section 2.2-4303.E.
