Resolution to Transfer $5,000 from the King Street Phase IV Bond Project to the Hampton Roads Center Parkway Bike and Pedestrian Access Bond Project within the Capital Budget (Capital Projects) Fund
Purpose
PURPOSE/BACKGROUND:
The Hampton Roads Center Parkway Bike and Pedestrian Access Project is the local contribution to the new SMART SCALE project that will provide pedestrian and ADA access and associated amenities along Hampton Roads Center Parkway between Coliseum Drive and Armistead Avenue, including improvements to pedestrian access and safety at both endpoint intersections. This project has been approved in the Council Approved Capital Budget Fund for FY2024.
City staff has identified $5,000 from the completed King Street Phase IV Bond Project that may be utilized and is available for the Hampton Roads Center Parkway Bike and Pedestrian Access Bond Project. Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, staff requests Council approve the transfer of these local match funds.

WHEREAS, City staff has identified $5,000 in surplus funds from the completed North King Street Phase IV Bond Project that can be utilized as the required local contribution necessary for the Hampton Roads Center Parkway Bike and Pedestrian Access Bond Project to support the Virginia Department of Transportation ("VDOT") SMART SCALE Hampton Roads Center Parkway Bike and Pedestrian Access Bond Project;
WHEREAS, appropriations for both the North King Street Phase IV Project and the VDOT SMART SCALE Hampton Roads Center Parkway Bike and Pedestrian Access Project are part of those funds previously appropriated to the Capital Budget (Capital Projects) Fund;
WHEREAS, Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that City Council approve the transfer of unencumbered bond proceeds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby:
1. Transfers within the Capital Budget (Capital Projects) Fund $5,000 from the North King Street Phase IV Bond Project to the Hampton Roads Center Parkway Bike and Pedestrian Access Bond Project to be used as the local contribution for the VDOT SMART SCALE Hampton Roads Center Parkway Bike and Pedestrian Access Project; and
2. Authorizes the City Manager, or authorized designee, to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
