Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the FY20 State Homeland Security Program Grant awarded by the Virginia Department of Emergency Management

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton Police Division is the recipient of the FY20 State Homeland Security Program Grant awarded through the Virginia Department of Emergency Management in the amount of $81,450.00. The grant funding will be used to equip the division’s Special Weapons and Tactics (S.W.A.T.) team with the latest technology and replace outdated equipment that is no longer serviceable. This equipment will provide invaluable safety measures for officers responding to high risk situations as well as support more advanced search and detection capabilities in the field. The Hampton Police Division is committed to the safety of its officers and the citizens of Hampton. This equipment will allow for officers to more safely intervene and mitigate the circumstances of serious incidents.

 

Discussion:

The objective of the State Homeland Security Program is to assist state and local preparedness activities that address high-priority preparedness gaps across all core capabilities that support terrorism preparedness. All supported investments are based on capability targets and gaps identified during the Threat and Hazard Identification Risk Assessment (THIRA) process and assessed in the State Preparedness Report (SPR).  The allowable costs under the FY20 grant support the core capabilities across the five mission areas of prevention, protection, mitigation, response, and recovery.

 

Impact:

The City has been awarded $81,450.00 from the Virginia Department of Emergency Management with no local match required.

                     WHEREAS, the City of Hampton Police Division has been awarded the FY20 State Homeland Security Program Grant in the amount of $81,450.00 from the Virginia Department of Emergency Management;

 

                     WHEREAS, the FY20 State Homeland Security Program Grant requires no local match;

 

                     WHEREAS, the FY20 State Homeland Security Program Grant funds will be used to provide the Special Weapons and Tactics (S.W.A.T.) Team with equipment to ensure invaluable safety measures for officers responding to high risk situations; and

 

                     WHEREAS, the grant award is for the period of October 1, 2020 to June 30, 2022.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to accept and appropriate the FY20 State Homeland Security Program Grant in the amount of $81,450.00, and any supplemental funding, from the Virginia Department of Emergency Management to the Grant Fund for the purpose of purchasing equipment for the Hampton Police Division's Special Weapons and Tactics (S.W.A.T.) Team.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
