Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2016 African Arrival Day Program Grant from the Commonwealth of Virginia Jamestown-Yorktown Foundation

 

Purpose

PURPOSE/BACKGROUND:

In early 2016, the City of Hampton (the "City"), the Commonwealth of Virginia (the "Commonwealth") {2019 Commemoration}, the Fort Monroe Authority (the "FMA") and the National Park Service decided to partner on delivering an event commemorating the arrival of the first Africans in British North America in 1619.  For the purpose of this project, the four agencies are known as the "Agency Coalition."

 

The 2019 Commemoration has identified the African Arrival Day event, scheduled for August 20, 2016, as a launch public awareness event for the Statewide 2019 Commemoration.

 

Discussion:

The City shall oversee the planning and execution of the 2016 African Arrival Day event.  The Commonwealth has provided a grant of $50,000 to fund programming costs for the event.  Programming is being planned and executed by an event planner who will be housed in the Convention and Visitors Bureau and funded by three of the agencies (the Commonwealth, the City and the FMA).  The event planner is accountable to the Agency Coalition and is tasked with planning, procuring services and executing the event budget.  Acceptance of this grant will allow the event planner access the to funds.  Given the short turnaround time, these funds will be accessed shortly following approval of this grant.

 

Impact:

This event is of local, state, national and international importance.  The grant will facilitate dynamic programming that will attract a diverse audience.

                     WHEREAS, the Commonwealth of Virginia has awarded a 2016 African Arrival Day Program Grant to the City of Hampton in the amount of $50,000.00 with no local match required for a total grant amount of $50,000.00; and

 

                     WHEREAS, the grant award covers the period July 14, 2016 through October 1, 2016.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2016 African Arrival Day Program Grant in the amount of $50,000.00 awarded, and any related supplemental funding, by the Commonwealth of Virginia in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
