Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the 2024 Emergency Management Performance (EMP) Grant Awarded through the Virginia Department of Emergency Management
Purpose
PURPOSE/BACKGROUND:
The Emergency Management Performance (EMP) Grant provides funds to support the whole community approach to strengthen a community’s emergency management program in preparation for all hazards. The City of Hampton (the "City") has been awarded a 2024 Emergency Management Performance (EMP) Grant to support the City's Emergency Management program.
Discussion:
This grant is awarded annually to the City to support the Emergency Management program. Funding will be used to maintain and enhance local capabilities through training, planning support, and education/outreach initiatives. Currently there are no alternative funding sources for this support of the Office of Emergency Management other than additional City funds.
Impact:
The City has been awarded $70,740 in funding from the 2024 Emergency Management Performance (EMP) Grant with a local in-kind match of $70,740 for a total grant award of $141,480. This grant allows the Office of Emergency Management to update emergency preparedness plans, conduct outreach promote preparedness for residents, participate in continuing professional development/education, maintain City staff readiness, and plan for post-disaster recovery. Grant funds will also support administrative efforts associated with home elevation projects.

WHEREAS, the Virginia Department of Emergency Management has awarded the City of Hampton, Virginia (the “City”) a 2024 Emergency Management Performance (EMP) Grant in the amount of $70,740;
WHEREAS, the EMP Grant award requires a local in-kind match of $70,740;
WHEREAS, the combined funds of the EMP Grant award and the required local in-kind match totals $141,480 and will be used by the Office of Emergency Management to support the Emergency Management program; and
WHEREAS, the grant award covers the period July 1, 2024 through June 30, 2025.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2025 Council Approved Budget to (1) accept and appropriate the 2024 Emergency Management Performance (EMP) Grant in the amount of $70,740, and any supplemental funding, awarded by the Virginia Department of Emergency Management to the Grant Fund; and, (2) approve the required local in-kind match of $70,740, to be facilitated from Emergency Management's operating budget for the purpose of supporting the Emergency Management program in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award, subject to approval by the City Attorney.
