Title

Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate $509,528 in Additional Virginia Highway Safety Improvement Program Funding from the Virginia Department of Transportation to the Capital Fund (Capital Projects Fund) for the Mercury Boulevard Pedestrian Improvements Project

 

Purpose

The Mercury Boulevard Pedestrian Improvements Project (UPC 113749) (the “Project”) will remove the existing median left turn lane onto Easterly Avenue and will add a fence along the Mercury Boulevard median between the signalized intersections at Seldendale Drive and the Langley Square Shopping Center entrance, to better encourage pedestrians to cross at these signalized pedestrian crossings.  At the City’s request the Virginia Department of Transportation (“VDOT”) identified $509,528 in additional Virginia Highway Safety Improvement Program (“VA HSIP”) funding to transfer to the Project.

                    WHEREAS, in accordance with Virginia Department of Transportation ("VDOT") project allocation procedures, City Council must request, by resolution, that VDOT appropriate funds to highway projects in the City of Hampton;

 

                     WHEREAS, VDOT has agreed to transfer to the City the sum of $509,528 in additional Virginia Highway Safety Improvement Program (“VA HSIP”; also referred to by VDOT as “Virginia Safety HSIP”) funding for the Mercury Boulevard Pedestrian Improvements Project (UPC 113749);

 

                     WHEREAS, these funds were not previously included in the Fiscal Year 2024 Council Approved Budget; and

 

           WHEREAS, VDOT will pay those funds to the City on a reimbursement basis following the expenditure of City funds.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON that it amends the Fiscal Year 2024 Council Approved Budget and hereby agrees to accept from VDOT $509,528 in additional VA HSIP funding and appropriates those funds to the Capital Fund (Capital Projects Fund) for the Mercury Boulevard Pedestrian Improvements Project; and

                     BE IT FURTHER RESOLVED that the City Manager, or her authorized designee, is hereby authorized to take any and all necessary actions to carry out the purposes of this Resolution, subject to the approval by the City Attorney.
