Resolution Requesting the Commonwealth Transportation Board Remove the Limited Access on Aberdeen Road in the City of Hampton, Virginia from Pembroke Avenue to the Newport News, Virginia City Line

 

Purpose

PURPOSE/BACKGROUND:

Council is requested to approve a resolution requesting the Commonwealth Transportation Board (CTB) remove the limited access line designation on Aberdeen Road between Pembroke Avenue and the boundary line betweeen the cities of Newport News and Hampton. The limited access line dates back to when Aberdeen Road was known as the Newport News Connector and was maintained by the Virginia Department of Transportation (VDOT).

 

Discussion:

 

Aberdeen Road from Pembroke Avenue to the Newport News city line formerly was designated as the Newport News Connector with a limited access right-of-way line and was maintained by VDOT.  When I-664 was constructed in the late 1970’s, VDOT transferred Aberdeen Road to the City of Hampton as an urban street; and the City has been receiving urban maintenance funds for it since 1984.  With the potential for redevelopment of light industrial ventures on the site of the former Virginia School for the Blind, Deaf, and Multi-Disabled on the west side of Aberdeen Road, a new primary entrance is needed on Aberdeen Road to best guide traffic leaving the site.  A traffic impact analysis (TIA) has been performed for this development, and it has concluded that there is sufficient capacity within the existing study area roadway and intersections to support the additional trips with minor modifications to existing signal timings.  Also, the new proposed site access will include the geometric improvements identified in the TIA.  The CTB requires support of a Council adopted resolution for consideration of the removal of the limited access right-of-way line.  All the necessary studies and documentation required for consideration of the removal of the limited access right-of-way line have been completed pursuant to VDOT requirements, including a global traffic analyis and environmental analysis.   Council is requested to approve a resolution requesting the CTB to remove the limited access line designation on Aberdeen Road between Pembroke Avenue and the Newport News city line.   The legal requirements for this action are guided by the Virginia Administrative Code, 24 VAC 30-401-20.

                     WHEREAS, Aberdeen Road from Pembroke Avenue to the boundary line between the cities of Hampton and Newport News was formerly designated as the Newport News Connector with a limited access right-of-way line;

 

                     WHEREAS, the construction of I-664 in the late 1970's resulted in that section of Aberdeen Road becoming an urban street in the City of Hampton ("City");

 

                     WHEREAS, the City has received Virginia Department of Transportation urban maintenance funding since 1984 and has been fully maintaining that road;

 

                     WHEREAS, the former site of the Virginia School for the Blind, Deaf and Multi-Disabled on the east side of Aberdeen Road has the potential for light industrial redevelopment;

 

                     WHEREAS, an entrance off Aberdeen Road to the proposed redevelopment site would best guide traffic leaving the site;

 

                     WHEREAS, a environmental analysis was conducted, and revealed no issues;

 

                     WHEREAS, a traffic impact analysis ("TIA") has been performed for this redevelopment, and indicates that there is sufficient capacity within the existing study area roadway and intersections to support the additional trips that would result from such redevelopment, with minor modifications to existing signal timings; and

 

                     WHEREAS; the new proposed site access will include the geometric improvements identified in the TIA.

 

                     NOW, THEREFORE, BE IT RESOLVED: that the City Council of Hampton endorses the proposed access to the proposed industrial development and respectfully requests the Commonwealth Transportation Board to grant approval for the removal of the limited access line along Aberdeen Road from Pembroke Avenue to the boundary line between the cities of Hampton and Newport News.
