Title

Resolution to Request the Virginia Department of Transportation to Program Three Projects into its Six-Year Improvement Plan and to Authorize the Manager or her Designee to Execute and Deliver any Agreement or Other Document Necessary for this Purpose

 

Purpose

PURPOSE/BACKGROUND:

In support of the Hampton Roads Express Lane (HREL) network, funding has been identified by Hampton Roads Transportation Accountability Commission (HRTAC) for local strategies that will improve the flow of traffic on local roads adjacent to the project construction.  As vehicles divert from I-64 mainline, local strategies, which include CCTV Camera Installation, Signal Timing and Signal Detection have been identified and funded on a reimbursement basis for the cities of Hampton, Newport News and Norfolk.  The projects will be locally administered with support from the Virginia Department of Transportation (VDOT) and are required to be completed prior to February 2027.

 

This resolution requests VDOT to program $1,010,000.00 for the City’s projects into its Six-Year Improvement Plan.  VDOT has assigned project numbers in anticipation of the City's approval of this request; and the Standard Project Administration Agreement (the "Agreement") is attached to this resolution. Once the allocation is accepted by the City, funding will be available immediately.  However no reimbursable costs or reimbursements are anticipated in Fiscal Year 2025.  It is anticipated that in July, Fiscal Year 2026, Council will be asked to approve a resolution to accept and appropriate $1,010,000 in VDOT Hampton Roads Transportation Accountability Commission funding for those projects.

Body

                     WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton (“City”);

 

                           WHEREAS, VDOT has indicated it is prepared to allocate $1,010,000 of Hampton Roads Transportation Accountability Commission funds to be used by the City for three projects: (1) Portable CCTV Cameras and Portable Changeable Message Signs Project, UPC 123926 ($44,450); (2) Signal Timing Updates Project, UPC 126623 ($390,050); (3) Detection Upgrades at Signalized Intersections Project, UPC 126624 ($575,500) (collectively referred to as the “Projects”);

 

                               WHEREAS, a project administration agreement with VDOT is necessary to secure the VDOT commitment on those funds for the Projects; and

 

                         WHEREAS, funding for the Projects is anticipated to be first received during Fiscal Year 2026 and will be appropriated at that time.

 

                              NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects that:

 

                                                    1. The Virginia Department of Transportation is requested to program the following three (3) projects into the Six-Year Improvement Plan, and allocate $1,010,000 of Hampton Roads Transportation Accountability Commission Funding as follows:

 

                                          a.)                      Portable CCTV Cameras and Portable Changeable Message Signs Project, UPC 123926 ($44,450)

                                          b.)                     Signal Timing Updates Project, UPC 126623 ($390,050)

                                          c.)                      Detection Upgrades at Signalized Intersections Project, UPC 126624 ($575,500)                                         

 

                                     2. The City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
