Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 American Rescue Plan Act Institute of Museum and Library Services Subgrant awarded by the Library of Virginia

 

Purpose

PURPOSE/BACKGROUND:

The Hampton Public Library (the Library) is eligible to receive an allocated portion of recovery funding as part of the American Rescue Plan Act (ARPA).  A $200 million dollar package was allocated to the Institute of Museum and Library Services (IMLS).  The Library of Virginia is distributing funds from the IMLS to help Virginia libraries respond quickly and directly to the pandemic as well as related economic and library community needs. The spending priorities for Virginia Libraries are digital inclusion efforts; relief to libraries to allow them to safely respond to community needs, and support the needs of the library for supplies, equipment and associated costs.  Funding amounts are awarded to localities based upon the Library of Virginia's state aid formula.

 

Discussion:

The Library will utilize this funding to address several areas of programming; furniture replacement; supplies and  equipment that would not otherwise be funded through the operating budget.  Staff will utilize these funds to facilitate more creative programming while also making more programs accessible to library patrons that wish to access Library services remotely.  Older cloth furniture will be replaced by un-upholstered furniture in the library branches to facilitate cleaning and disinfecting protocols.  Programming supplies such as video cameras, lighting, and microphones will be purchased in order to create online programming for Hampton citizens to enjoy while social distancing.  New electronic devices for youth will allow children to check out tablets for use at home.  Funds will also be used to enhance cleanliness, social distancing and hygienic safety at the libraries during the pandemic.

 

Impact:

The total grant award is $24,083.00.  Receipts for all expenditures will be forwarded monthly to the Library of Virginia.  There is no match required, cash or in-kind.

                     WHEREAS, the Library of Virginia has awarded the City of Hampton, Virginia the American Rescue Plan Act Institute of Museum and Library Services Subgrant in the amount of $24,083.00;

 

                     WHEREAS, the American Rescue Plan Act Institute of Museum and Library Services Subgrant does not require a local cash or in-kind match;

 

           WHEREAS, the American Rescue Plan Act Institute of Museum and Library Services Subgrant will be used by the Hampton Public Library for library programming and related supplies; furniture; digital devices; and hygienic and social distancing enhancements; and

 

                     WHEREAS, the grant award covers the period of April 8, 2021 through September 30, 2022.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2022 Council Approved Budget to accept and appropriate the 2022 American Rescue Plan Act Institute of Museum and Library Services Subgrant award in the amount of $24,083.00, and any supplemental funding, from the Library of Virginia to the Grant Fund to be used by the Hampton Public Library for the purpose of library programming and related supplies; furniture; digital devices; and hygienic and social distancing enhancements in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
