Resolution Determining that Atlantic Emergency Solutions to be the Only Source Practicably Available from which to Procure Equipment and Maintenance for the Genesis Rescue Systems product line and Authorizing the Negotiation and Execution of a Purchase and Maintenance Contract with Atlantic Emergency Solutions as the "Sole Source"

 

 

Purpose

PURPOSE/BACKGROUND:

Hampton Division of Fire & Rescue (HDFR) currently has several pieces of Genesis Rescue Systems that require annual maintenance and repairs.  HDFR also may need to buy additional pieces during the year.  No other vendors can provide quotes for these needs.  Atlantic Emergency Solutions has been designated as the sole source provider/single supplier of Genesis Rescue Equipment in the Commonwealth of Virginia by the manufacturer.  The Commonwealth of Virginia is also the specific sales and service territory for Atlantic Emergency Solutions under agreement with Howell Rescue, a Master Distributor of Genesis Rescue Equipment.  The designation of Sole Source would enable an annual needs purchase order to be set for new pieces, basic annual maintenance and additional repairs.

The desired action from Council is to designate Atlantic Emergency Solutions as the sole source for the repair, maintenance and purchase of Genesis Rescue Systems.

 

Body

 

                     WHEREAS, the Hampton Fire Division utilizes Genesis Rescue Systems equipment for vehicle extrication and rescue;

 

                     WHEREAS, the Fire Division desires to obtain an annual and emergency parts and service contract for this equipment in order to ensure that it is in good working condition at all times;

 

                     WHEREAS, the City Council for the City of Hampton has determined that it is in the best interests of the citizens of the City to obtain an annual and emergency parts and service contract for the Fire Division’s Genesis Rescue Systems equipment;

 

                     WHEREAS, Hampton City Council recognizes the public interest in providing through its Fire Division the most efficient means reasonably available and affordable to obtain an annual and emergency parts and service contract for the Fire Division’s Genesis Rescue Systems equipment;

 

                     WHEREAS, Genesis Rescue Systems has submitted a letter to the Fire Division indicating that Atlantic Emergency Solutions, Inc., is the exclusive and sole provider of parts and maintenance for this equipment in the Commonwealth of Virginia; and,

 

                     WHEREAS, Atlantic Emergency Solutions, Inc. has submitted a quote for annual and emergency parts and service which has been determined by the Fire Division to be fair and reasonable.

 

                     NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA as follows:

 

                     1.                     That an annual and emergency parts and service contract may be negotiated and awarded  to Atlantic Emergency Services, Inc., as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;

 

                     2.                     That the City Manager or her authorized designee is authorized to negotiate and execute an annual and emergency parts and service contract with Atlantic Emergency Services, Inc.; and,

 

                     3.                     That the notice awarding the agreement to Atlantic Emergency Services, Inc., shall be posted in a public place as required by Virginia Code Section 2.2-4303.E.
