Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the 2021 Employment for Temporary Assistance for Needy Families (TANF) Participants, Phase 2; Benefit Programs (BEN)-19-024-03 Grant Award by the Virginia Department of Social Services (VDSS)

 

Purpose

PURPOSE/BACKGROUND:

The Department of Health and Human Services awarded a sub-grant award, Temporary Assistance for Needy Families (TANF), reference as the Employment for TANF Participants to the Virginia Department of Social Services. The grant provides Federal funds to permit proven service approaches and strategies that help current and former participants of the Temporary Assistance for Needy Families (TANF) program and those citizens with incomes at or below 200% of the Federal Poverty Level (FPL) with a child, prepare to enter into and maintain employment, with the prospective of a career path and wage growth. The grant award will also help working families and individuals who earn more than the official Federal Poverty Level, but less than the basic cost of living. Those households live paycheck to paycheck and are known as the Asset Limited, Income Constrained, Employed (ALICE).

 

The Hampton Department of Social Services will implement this initiative, with the TANF Assessment and Planning Team. A team that proposes a service delivery approach that will address the need to integrate services and disciplines throughout the community, to assess and address barriers to economic stability and mobility, so the number of households at or below the poverty line will be reduced.

 

This grant will provide resources to expand and enhance existing service delivery efforts that address more fully the needs of the targeted population. Comprehensive assessments will be completed to help identify strengths, diagnose disabilities and determine treatments and accommodations requiring intensive work preparedness and other unique services that will assist individuals with retaining employment.

 

 Discussion:

This grant award will help support the employment for families and individuals by funding the salary and fringe benefits cost of one (1) permanent full-time (PFT) case manager.  As well as provide the cost for supportive services for employment sustainability. The City has historically provided a cash match for this grant. The Employment for TANF Participants case manager position adheres to the City's Human Resources employment policies and performance evaluation process.

 

 Impact:

The City has been awarded $144,588.33 in Federal grant funds. The required local cash match of $25,515.59 covers the remaining portion of the operating costs and are budgeted in Social Services Operating Budget for total grant award of $170,103.92.

                     WHEREAS, the Department of Health and Human Services Administration for Children and Families has awarded a sub-grant award to the City of Hampton Virginia ("the City") a 2021 Employment for TANF Participants, Phase 2, BEN-19-024-03 Grant in the amount of $144,588.33 in Federal funding;

 

                     WHEREAS, the Employment for TANF Participants Grant award requires a local cash match of $25,515.59;

 

                     WHEREAS, the combined funds of the Employment for TANF Participants Grant award and the required local cash match, which total $170,103.92, will be used by the Department of Social Services to fund the salary and fringe benefit costs of one (1) permanent full-time (PFT) position and the program's operating cost in the Department of Social Services, that will be dedicated to the case manager retaining employment for the TANF participants; and

 

                     WHEREAS, the grant award is for the period of July 1, 2020  through June 30, 2021.

 

                     NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the Employment for TANF Participants Grant in the amount of $144,588.33 in Federal funds, and any supplemental funding, to the Grant Fund; and (2) approve the transfer of $25,515.59 from Social Services' operating budget to the Grant Fund for the purpose of funding salary and fringe benefit costs of one (1) permanent full-time (PFT) position and the program's operations costs in the Department of Social Services dedicated to the case management of retaining employment for the TANF participants.

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions to implement this grant award.
