Purpose
Purpose/Background:
The City has had an ongoing partnership with the Urban League to facilitate its mission at the Y. H. Thomas Community Center since 2011. The current use agreement has expired and the Urban League desires to continue to utilize the space to enable African Americans and others to secure economic self-reliance, parity and power and civil rights. The Urban League of Hampton Roads implements its mission by providing services and programs in education, employment, health, and housing to Hampton Roads communities through direct services, advocacy, research, policy analysis, community mobilization, and collaboration throughout communities.
The attached Use Agreement is for a term of five years. Rent is $1,455.00 per year, which equates to $121.25 per month and $0.88 per square foot.
City staff recommends approval of the Resolution.

WHEREAS, the City is the owner of real property located at 1300 Thomas Street, LRSN:8000281, commonly known as the Y.H. Thomas School Building (the “Property”);
WHEREAS, the mission of the Urban League of Hampton Roads, Inc. (“Urban League”) is to enable African Americans and others to secure economic self-reliance, parity and power and civil rights and it implements its mission by providing services and programs in education, employment, health, and housing to Hampton Roads communities through direct services, advocacy, research, policy analysis, community mobilization, and collaboration throughout communities;
WHEREAS, since 2011, the City has established a partnership with the Urban League to utilize a portion of the Property to facilitate its mission;
WHEREAS, the Use Agreement for the use of a portion of the Property has expired and the Urban League desires to continue to utilize Room “E”, restroom facilities and corridor, totaling ±1653 square feet of the Property to continue its mission;
WHEREAS, the services provided by the Urban League will enhance the Property as a community resource center primarily for the benefit of citizens residing within a two mile radius of the Property and, secondarily for the benefit of all Hampton citizens;
WHEREAS, Parks, Recreation & Leisure Services staff has determined that it is in the best interest of the City and the community to allow the Urban League to use the subject portion of the Property; and
WHEREAS, the Council has determined that the terms and conditions of the Use Agreement are acceptable.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Hampton, Virginia as follows:
1. That it approves the Use Agreement among the City of Hampton, Y. H. Thomas Community Center, Incorporated and the Urban League of Hampton Roads, Inc. to use Room “E”, restroom facilities and corridor totaling ±1653 sq. ft. of the Y.H. Thomas School Building at 1300 Thomas Street, LRSN:8000281; and
2. That the City Manager or her Authorized Designee is authorized to execute and deliver to the Urban League of Hampton Roads, Inc. the Use Agreement in substantially the same form as the agreement attached hereto.
