Resolution Requesting the Virginia Department of Transportation Program a New Capital Project Study into Its 6-Year Improvement Plan ("SYIP") with Urban System Allocations for the Coliseum Drive Extension Segment B Project Study

 

 

Purpose

PURPOSE/BACKGROUND:

 

The City has requested that the Virginia Department of Transportation (VDOT) program this new capital project into the 6-Year Improvement Plan. VDOT requires that the City execute certain project administration agreements to secure that funding.

 

 

Discussion:

 

In accordance with VDOT project allocation procedures, City Council must request by resolution that VDOT program certain highway projects in the City of Hampton.  The City’s Department of Public Works will administer a new highway project eligible for the VDOT program, that is, the Coliseum Drive Extension Segment B Project Study (the “Project”).  In addition, VDOT requires that through that resolution, the City Council grant authority for the City Manager to execute project administration agreements and any other agreements, such as City/State Agreements, necessary for the implementation of the Project. Funds awarded are paid on a reimbursement basis following the expenditure of City funds.

 

 

Impact:

 

Staff has requested funds for the 20% local match in the upcoming CIP budget.

                     WHEREAS, Virginia Department of Transportation (“VDOT”) project allocation procedures require that, by Council resolution, the City of Hampton (the “City”) request VDOT to program urban highway projects;

                     WHEREAS, the City’s Department of Public Works will administer a new highway project eligible for the VDOT program, that is, the Coliseum Drive Extension Segment B Project Study (the “Project”); and

                     WHEREAS, VDOT requires the City to execute project administration agreements and other necessary agreements to implement the Project.

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia that it requests VDOT to program the Project into its 6-Year Improvement Plan and establish an urban system highway project for the Project from Butler Farm Road to the North Campus Center Parkway and Magruder Boulevard Extension intersection (UPC T20857);

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia, agrees to pay its share of the total cost for preliminary engineering, right-of-way, and construction of the Project in accordance with Virginia Code § 33.2-371, and that, if the City subsequently elects to cancel the Project, the City agrees to reimburse VDOT for the total amount of all costs incurred and expended by VDOT through the date VDOT is notified of such cancellation; and

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager or her authorized designee to execute the VDOT project administration agreements and any additional agreements necessary for the implementation of this project.
