Title

Resolution to Amend the City Council Approved FY2024 Capital Budget to Accept and Appropriate $1,500,000 in Highway Infrastructure Programs Community Project Grant Funding to be Received from the Virginia Department of Transportation and Appropriate the Required Local Match of $375,000 from Assigned Fund Balance in the Capital Projects Fund for the Coliseum Drive Extension Segment B Project

 

Purpose

The Coliseum Drive Extension Segment B Project (UPC 113988) (“Project”) area begins at the north terminus of the Coliseum Drive Segment (Phase) A Project (UPC 108731) and proceeds northwest to the North Campus Parkway/Magruder Boulevard intersection.  The Project consists of an alternative analysis, environmental study, and preliminary project tasks.  City Council previously approved the request to the Virginia Department of Transportation (VDOT) to program this Project into the VDOT Six Year Improvement Plan and for the City Manager or authorized designee to execute the VDOT administration agreements and any additional agreements necessary for the implementation of the Project. 

 

In 2022 an application was made and awarded for congressionally directed spending through Senator Kaine’s office for the Coliseum Drive Extension Segment B Project.  The Project was awarded $1,500,000 in Highway Infrastructure Programs Community Project Grant funding and requires a local match of $375,000 that is requested to be appropriated as part of this action.

Body

                     WHEREAS, in accordance with Virginia Department of Transportation ("VDOT") project allocation procedures, City Council must request, by resolution, that VDOT appropriate highway projects in the City of Hampton;

                     WHEREAS, City Council previously requested and VDOT agreed to program the Coliseum Drive Extension Segment B Project ("Project") into VDOT's Six Year Improvement Plan;  

                    WHEREAS, to fund the Project, VDOT has agreed to appropriate the sum of $1,500,000 in Highway Infrastructure Programs Community Project Grant Funding, conditioned on the City providing a local match of $375,000; and

 

                     WHEREAS, the VDOT share of those funds will be paid to the City on a reimbursement basis following the expenditure of City funds.

 

          NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA, that the City Council Approved FY 2024 Budget is hereby amended, as set forth below:

 

                    (1) The Highway Infrastructure Programs Community Project Grant funding totaling $1,500,000 to be received from the Virginia Department of Transportation is hereby accepted and appropriated to the Capital Budget (Capital Projects) Fund for the Coliseum Drive Extension Segment B Project;

 

                    (2) Required local match funds in the amount of $375,000 shall be appropriated from Assigned Fund Balance in the Capital Budget (Capital Projects) Fund for the Coliseum Drive Extension Segment B Project; and

          (3) The City Manager or her authorized designee is hereby authorized to execute and deliver any and all necessary documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
