Resolution Approving the Appropriation of Funds to the Capital Projects Fund for Pine Chapel Road Pedestrain/Bicycle Trail Project

 

Purpose

PURPOSE/BACKGROUND:

 

Pine Chapel Road is an existing 4 to 7 lane roadway in the City of Hampton that crosses Interstate 64 via an overpass bridge.  An existing 3 to 5-foot wide pedestrian sidewalk is located adjacent to the western curb of Pine Chapel Road that will be widened as a trail to accommodate multi bike/pedestrian users for a distance of approximately 1,830 linear feet. 

 

The project will include the removal of the existing sidewalk to create an 8-foot wide vegetated buffer, encompassing a concrete footprint with a minimum 10-foot width.  The new multi-use trail will begin at the intersection with Coliseum Drive at the northern end of the project, extending across the overpass bridge heading south, and terminating at the entrance to a Bass Pro Shop commercial store at the southern end. 

 

To make room for the new trail, the project will require that travel lanes on Pine Chapel Road be re-striped to remove an existing asphalt median; the elevated concrete pad that makes the sidewalk on the bridge will be removed to match the elevation of the travel lanes and a protective guardrail will be installed between the travel lanes and the trail on the bridge.

 

The project was advertised on May 24, 2016 and bids were opened on June 28, 2016.  It is anticipated that the construction will begin in late summer 2016 and finishing in spring of 2017. 

 

Discussion:

 

Appropriation of funds for the local match will be reimbursed by federal funds for “in-kind” match credit for previously expended project eligible expenses.

 

This project has been advertised for construction and a qualified low bidder has been identified. The additional $636,340 of 100% federal Open Container funds has fully funded this project for construction. Staff believes the bids received are fair and reasonable and requests appropriation of the funds.

                     WHEREAS, the City of Hampton prepared a Master Plan for the Newmarket Creek Park and Trail System, from the vicinity of the Power Plant development, crossing I-64 on Pine Chapel Road, and following the Coliseum Lake and Newmarket Creek waterway to the Air Power Park on Mercury Boulevard;

 

                     WHEREAS, a segment of this trail system involves a pedestrian/bicycle trail along the north side of Pine Chapel Road from the Power Plant development to Coliseum Drive;

 

                     WHEREAS, the Commonwealth Transportation Board (CTB) has approved funding set aside for  community based projects that expand non-motorized travel choices and enhance the transportation experience by improving the cultural, historical and environmental aspects of the transportation infrastructure through Transportation Enhancement and Transportation Alternatives Program;

 

                     WHEREAS, in 2006, the City submitted an application to VDOT for Enhancement Grant funding for the Pine Chapel Road Pedestrian/Bicycle Trail and VDOT authorized an allocation of $100,000 of FY07 funds for this project with a Local match of $25,000;

 

                     WHEREAS, in 2012, the CTB allocated an additional $300,000 from the Enhancement Program with a Local match of $75,000 of FY09 funds to add several desired design elements to the Project;

 

                     WHEREAS, in 2012, the Transportation Enhancement Program was consolidated under the Transportation Alternatives Program;

 

                     WHEREAS, in 2013, the CTB allocated an additional $894,430 from the Transportation Alternatives Program with a Local match of $223,607 of FY13 and FY14 funds to fund the Construction Phase of the Pine Chapel Road Pedestrian/Bicycle Trail Project;

 

                     WHEREAS, in 2016, the CTB allocated an additional $636,340 from the Open Container Program to fully fund the Construction Phase of the Pine Chapel Road Pedestrian/Bicycle Trail Project; and

 

                     WHEREAS, the City has previously expended funds for program eligible project activities not requested for reimbursement, the EN and TAP Programs allow for, and VDOT has agreed to accept these expenditures as the Local match needed for the Enhancement and Transportation Alternatives funds for the Project;

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA: that funds be appropriated in the amount of $2,224,377 for the Pine Chapel Road Pedestrian/Bicycle Trail Project in the Capital Projects Fund.
