Resolution to Request the Virginia Department of Transportation to Program the Curve Delineation Project into its Six-Year Improvement Plan; to Amend the City Council’s Approved FY2026 Capital Fund (Capital Projects Fund) Budget; to Appropriate $326,412 of Virginia Highway Safety Improvement Program Funds to the Capital Fund; and to Authorize the City Manager or her designee to Execute any Necessary Agreements
Purpose
The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) Virginia Highway Safety Improvement Program funds for the Curve Delineation Project (the “Project”).
In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each highway project; and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements for implementation of the Project. Once approved and programmed, VDOT will allocate sufficient federal and state funds to fully fund the Project. The funds are to be paid on a reimbursement basis from VDOT to the City following the expenditure of City funds.

WHEREAS, the City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) Virginia Highway Safety Improvement Program funds for the Curve Delineation Project (the “Project”);
WHEREAS, in accordance with the VDOT project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City;
WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on those funds for the Project;
WHEREAS, VDOT will allocate sufficient federal and state funds to fully fund the Project;
WHEREAS, VDOT has already assigned a project number (UPC 127830) to the Project in anticipation of the City's approval of this request, and
WHEREAS, the Project was not previously included in the Capital Fund (Capital Projects) Fund of the City Council approved budget for fiscal year 2026 ("FY2026 Capital Budget").
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA for the purposes of the Project that:
1. The Virginia Department of Transportation is requested to program the Curve Delineation Project (UPC 127830) into its Six-Year Improvement plan, and allocate $326,412 of Virginia Highway Safety Improvement Program funds to the Project.
2. The FY2026 Capital Budget is hereby amended to include the Project;
3. The sum of $326,412 to be received from VDOT shall be appropriated to the Capital Projects Fund for the Project; and
4. The City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
