Title

Resolution to accept and approve an in-kind gift from Sentara CarePlex Hospital to Hampton Division of Fire & Rescue of the application PulsePoint Respond which will improve the survival rate of cardiac arrest victims in our city by reducing the collapse-to-CPR/defibrillation times and increase citizen awareness of cardiac events

Purpose

PURPOSE/BACKGROUND:

The use of mobile technology is ubiquitous in most modern societies. As one of the latest mobile applications available, PulsePoint Respond empowers everyday citizens to provide life-saving assistance to victims of sudden cardiac arrest. Not only will it notify citizens of the location of a cardiac arrest where their CPR skills may save a life, it also identifies the location of the closest AED. This mobile platform increases the possibility of civic engagement in these cases and provides situational awareness to other incidents that may be of interest to the community.

Discussion:

Partnerships are important to the Hampton Division of Fire & Rescue. It is through partnerships that organizations embrace diversity and strengthen customer service practices. One of the Division's most valuable partnerships is with Sentara and Sentara CarePlex Hospital because both organizations strive to provide excellent customer service which exceeds customer expectations. In addition to the potential benefits of increasing community outreach and involvement, the application could also provide benefits to our organization with regard to early notification and awareness about incidents in our respective localities and during mutual aid responses. As part of our partnership with Sentara CarePlex Hospital, they have gifted the one-time implementation fee of $10,000 and the first annual subscription fee of $8,000 to Hampton Division of Fire & Rescue for ongoing use for PulsePoint technology.

Impact:

The impact of this in-kind gift will be that our citizens and visitors will benefit from early notification and awareness about cardiac incidents; every second counts.

Recommendation:

The recommendation is to accept and approve the in-kind gift of PulsePoint Respond application technology.
