Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the Employment for Temporary Assistance for Needy Families (TANF) Participants Grant (BEN-19-024-03 Renewal #2)

 

Purpose

PURPOSE/BACKGROUND:

The Employment for Temporary Assistance to Needy Families (TANF) Participants Grant provides funds to the Hampton Department of Social Services to provide services to coordinate, give information and work with TANF individuals and citizens from the City of Hampton with income below 200% FPL (Federal Poverty Limit) to secure the skills, services, planning and education needed to obtain and sustain employment with a career pathway and thrive as a viable citizen in the City of Hampton.  The Hampton Department of Social Services will implement this initiative, with the TANF Assessment and Planning Team. A team that proposes a service delivery approach that will address the need to integrate services and disciplines throughout the community, to assess and address barriers to economic stability and mobility, so the number of households at or below the poverty line will be reduced.

 

Discussion:

This grant award will help support the employment for families and individuals by funding the salary and fringe benefits cost of one (1) permanent full-time (PFT) case manager. As well as provide the cost for supportive services for employment sustainability. The City of Hampton has historically provided a cash match for this grant. The Employment for TANF Participants case manager position adheres to the City's Human Resources employment policies and performance evaluation process.

 

 

Impact:

 The City has been awarded $144,588.33 in Federal grant funds. The required local cash match of $16,065.37 covers the remaining portion of the operating costs and is budgeted in Social Services' operating budget for a total grant award of $160,653.70.

                     WHEREAS, the Virginia Department of Social Services has approved a sub-award agreement renewal with modification, hereafter called the "Employment for Temporary Assistance for Needy Families (TANF) Participants Grant" (BEN-19-024-03, Renewal #2) in the amount of $144,588.33 in federal funding;

 

                     WHEREAS, the Employment for TANF Participants Grant award requires a local cash match of $16,065.37;

 

                     WHEREAS, the combined funds of the Employment for TANF Participants Grant award and the required local cash match, which total $160,653.70, will be used by the Department of Social Services to fund the salary and fringe benefit costs of one (1) permanent full-time (PFT) Case Manager position and associated operating expenses; and

 

                     WHEREAS, the grant award is for the period of July 1, 2021 through June 30, 2022.

 

                     NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to (1) accept and appropriate the Employment for TANF Participants Grant in the amount of $144,588.33 in federal funds, and any supplemental funding, to the Grant Fund; and (2) approve the transfer of $16,065.37, which is the required local match, from Social Services' operating budget to the Grant Fund for the purpose of funding the salary and fringe benefit costs of one (1) permanent full-time (PFT) Case Manager position and associated operating expenses to facilitate the case management of retaining employment for TANF participants.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
