Resolution to Amend the Fiscal Year 2022 Council Approved Budget to (1) Accept and Appropriate the 2022 Shelter Upgrade Fund Grant Awarded through the Virginia Department of Emergency Management and a portion of the Required Matching Funds to be Paid by Hampton City Schools; and (2) Appropriate the Balance of the Required Matching Funds Parks, Recreation, and Leisure Operating Funds to the Grants Fund

 

Purpose

PURPOSE/BACKGROUND:

The 2022 Shelter Upgrade Fund Grant allows localities to secure generators and retrofit shelters for citizens across the Commonwealth. The City of Hampton (the “City”) has been awarded, as fiduciary, a Commonwealth of Virginia Emergency Shelter Upgrade Assistance Fund Grant through the Virginia Department of Emergency Management for purchasing and installing generators at three facilities owned by the City and Hampton City Schools (“Schools”).

 

Discussion:

This grant has been awarded to the City as the fiduciary agent from the 2022 Commonwealth of Virginia’s Emergency Shelter Upgrade Assistance Fund. Funding will be used to purchase and install generators at Westhampton Community Center, Bethel High School, and Tarrant Middle School for the purpose of providing back-up power to these emergency shelter sites.

 

The total amount awarded is $570,920.00, 73% of which will be paid by the Commonwealth to the City and  27% in local match funds.  The City and Schools will share pro rata in the contribution of the local match funds.  The City’s Parks, Recreation and Leisure Services department will provide a local cash match of $49,677.23 for Westhampton Community Center and Schools will provide a local cash match of $104,471.10 for Bethel High School and Tarrant Middle School.

 

Impact:

This grant allows the City to upgrade the power redundancy and infrastructure of facilities owned by the City and Schools that are utilized for emergency sheltering. The additional generators will enable the City’s emergency shelters to continue to provide services and support to citizens in need, even at times when other power sources are lost.

                     WHEREAS, the Commonwealth of Virginia (the “Commonwealth”), through the Virginia Department of Emergency Management, has awarded the City of Hampton, Virginia (the “City”), as the fiduciary agent, funding from the 2022 Shelter Upgrade Fund Grant (“Shelter Upgrade Fund Grant”) in the total amount of $570,920.00 to purchase and install generators for back-up power at the Westhampton Community Center, Bethel High School, and Tarrant Middle School that are utilized for emergency sheltering;

 

                      WHEREAS, the Commonwealth will remit to the City 73% of the total amount of the grant award to the City;

 

                     WHEREAS, the Shelter Upgrade Fund Grant award requires a total local cash match of $154,148.33; $104,471.10 of which will be paid to the City by Hampton City Schools (“Schools”) and $49,677.23 of which will be paid by the City’s Parks, Recreation and Leisure Services (“PRLS”);

 

                        WHEREAS, the combined funds to be paid pursuant to the Shelter Upgrade Fund Grant award will be used by PRLS and Schools to fund the purchase and installation of generators at one City-owned facility and two Schools-owned facilities utilized as emergency shelters; and

 

                     WHEREAS, the grant award covers the period of April 15, 2022 through June 30, 2023. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to:

 

                                          (1)                     accept the 2022 Commonwealth of Virginia’s Emergency Shelter Upgrade Assistance Fund Grant award in the total amount of $570,920.00, and any supplemental funding, from the Virginia Department of Emergency Management (“VDEM”) and appropriate to the Grants Fund that portion of the grant award to paid to the City by VDEM;

 

                                          (2)                     accept and appropriate to the Grants Fund a portion of the local cash match in the amount of $104,471.10 from Hampton City Schools; and

 

                                          (3)                     appropriate the remaining local cash match of $49,677.23 from the City’s Parks, Recreation and Leisure Services operating budget to the Grants Fund

 

With the combined funds to be used for the purchase and installation of generators at one City-owned (Westhampton Community Center) and two Schools-owned facilities (Bethel High School and Tarrant Middle School) utilized as emergency shelters in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her authorized designee, to take any and all actions necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
