Resolution to Amend the Fiscal Year 2025 Council Approved Budget and Accept and Appropriate the 2024 Summer Food Service Program Grant for Children through the U.S. Department of Agriculture (USDA)
Purpose
Purpose:
The City has obtained USDA Summer Food Service Program funds since 1969 and annually serves qualifying youth ages 17 and under, and disabled adults aged 18. The objective of the USDA Summer Food Service Program is to ensure a nourishing meal during the summer months. The goal is to ensure that youth receive the same quality meal that is provided during the school year through the National School Lunch Program. At least 50% of all participating youth must qualify for free or reduced meals through the National Summer Lunch Program. This program is a reimbursable grant program, with the reimbursement amount based on the number of meals served.
Discussion:
The Department of Parks, Recreation and Leisure Services proposes to operate the Summer Food Service Program for children throughout the City during the summer of 2024. It is anticipated that more than 1,500 children will participate in the program creating a significant number of meals served. The grant application covers the timeframe from April 1, 2024 to September 1, 2024; and this year's program began June 17, 2024 and will end August 23, 2024. The direct cost for services for the Summer Food Service Program is 100% funded through the USDA. The department will supplement the grant through coordination and indirect program costs. Depending on the number of meals served, the actual award amount may be less than the anticipated award amount $176,619.20. Therefore, should the number of meals served result in a reimbursement less than the actual cost of the program, the City shall provide up to ten percent (10%) of the anticipated award amount, or $17,662.00, to supplement the cost of the program from the General Fund's Department Support - Grants.

WHEREAS, the City of Hampton, Virginia has applied for the 2024 Summer Food Service Program Grant for youth with the U.S. Department of Agriculture for $176,619.20 in federal funds;
WHEREAS, the 2024 Summer Food Service Program Grant does not require a local cash or in-kind match, however, the final award amount is dependent on the number of meals served;
WHEREAS, should the final award amount for this reimbursable grant be less than $176,619.20, the City shall provide up to $17,662.00 from the General Fund's Department Support - Grants to supplement the actual cost of the Summer Food Service Program; and
WHEREAS, the grant application covers the period between April 1, 2024 through September 1, 2024.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2025 Council Approved Budget to accept and appropriate the 2024 Summer Food Service Program Grant from the U.S. Department of Agriculture in the amount of $ 176,619.20, and any supplemental funding, to the Grant Fund in accordance with the grant agreement; and approve additional City funding up to $17,662.00 from the General Fund's Department Support - Grants, as may be needed, should the final award amount - which is based on the number of meals served - be less than the actual cost of the Summer Food Service Program.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all necessary steps to implement this grant award.
