Title

Resolution Determining ADF STEEL, Incorporated to be the Only Source Practicable Available From Which to Procure the Ceilling Breach and Pull Machine and the Attaching Brackets for the Ladder Raise and Extension Props and Authorizing the Negotiation and Execution of a Purchase Contract with ADF STEEL, Incorporated as "Sole Source"

 

Purpose

The Department of Homeland Security (DHS) awarded Hampton Division of Fire & Rescue (HDFR) $173,514 (90%) with a match of $17,351 (10%) from HDFR. The purpose of this grant is to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards. HDFR requested funds to provide a mandatory, non-punitive, occupational wellness and fitness initiative for all uniformed career and volunteer fire and EMS personnel. The goal is to certify 25-32 of our personnel as Peer Fitness Trainers and 6 of those will be certified as Senior Peer Fitness Trainers. The grant will support funding to backfill positions while they attend the train-the-trainer courses. It will provide course materials, fitness kits and manuals to those Peer Fitness Trainers and Senior Trainers. The materials will allow the trainers to train all members in health maintenance, healthy eating habits, physical fitness, injury prevention and self-care. They will establish physical goals and health maintenance programs based on individual needs and track performance through a fire service related database. A portion of the funding will allow HDFR to provide commercial grade exercise equipment at teach of our eleven fire stations for members to use. Members will be trained by the Senior Peer Fitness Trainers on how to use the equipment. Three sets of required IAFF/IAFC Wellness/Fitness Initiative testing equipment will also be purchased to test fitness levels from baseline to annual fitness testing.

 

Last month the council approved our resolution (File Number: 16-0015 Sole Source) to use the (International Association of Fire Fighters/Fire Chiefs and American Council on Exercise) IAFF/IAFC/ACE Peer Fitness Trainer Certification Program which is a health and wellness program geared specifically to firefighters. This program calls for the use of two specially made pieces of equipment; each made by a sole source vendor. For this resolution HDFR is requesting use of sole source vendor ADF STEEL, Incorporated to purchase the Ceilling Breach & Pull Machine w/Pivoting and Attaching Brackets #ADF-100.

 

Our goal is to provide new equipment and trained personnel to develop programs that meet the specific needs of individuals. Firefighter safety depends on fire service specific baseline medical and physical assessments per National Fire Protection Agency (NFPA) 1582 and NFPA 1583. Hampton will be able to improve the health and wellness of all uniformed personnel through access to state of the art exercise equipment, healthy living and nutritional information and certified by the IAFF/IAFC/ACE Peer Fitness Trainers.

WHEREAS, Hampton City Council recognizes the public interest in providing through its Division of Fire & Rescue the most efficient means reasonably available and affordable to test its uniformed fire personnel in a physical fitness program certified by IAFF/IAFC/ACE; and

 

WHEREAS, ADF STEEL, Incorporated is the exclusive manufacturer and provider of the Ceilling Breach & Pull Machine w/Pivoting and Attaching Brackets #ADF-100 which HDFR requires in order to regularly test the physical fitness of its personnel.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

                     1.                     That the contract for procuring goods and services described above may be negotiated and awarded to ADF STEEL, Incorporated as a "sole source" without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E:

 

                     2.                     That the City Manager or her authorized designee is hereby authorized to negotiate and execute a purchase contract with ADF STEEL, Incorporated; and

 

                     3.                     That the notice awarding the contract to ADF STEEL, Incorporated shall be posted in a public place pursuant to Virginia Code Section 2.2-4303.E.
