Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Department of Motor Vehicle Highway Safety Grant (Selective Enforcement - Speed) through the Commonwealth of Virginia, Department of Motor Vehicles

 

Purpose

PURPOSE/BACKGROUND:

The Virginia Department of Motor Vehicles ("DMV") has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration in the total project amount of $75,945.00 with $50,630.00 in federal funds. The overall goal of this grant is to reduce speed-related deaths and serious injury crashes within the City of Hampton (the "City"). Enforcement efforts will focus on days and times identified by the DMV's Virginia Highway Safety Office's Crash Statistics Report.

 

Discussion:

The total funding for this grant project is $75,945.00 with $50,630.00 in federal funds and a required in-kind match of $25,315.00.  In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to cover overtime expenses and send two (2) officers to highway safety training.  The remaining funds will be utilized to purchase one (1) additional LIDAR unit and one (1) additional RADAR unit to specifically address traffic safety issues related to speed violations.

 

Previously, HPD has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year. The period of performance for the 2022 Highway Safety Grant begins October 1, 2021 and the DMV requires a minimum of 21 business days to review the completed, executed agreement by the City's authorized approving official.  In order to meet this award requirement, the agreement was entered into in advance of the next available City Council meeting scheduled for September 22, 2021. This time frame would not have allowed sufficient time to return the agreement to the DMV for review and acceptance in advance of the opening of the award. The City's grant routing procedure was followed and approvals were received from the Budget Division, the Department of Finance and the City Attorney's Office in advance of the City Manager's signature.

 

Impact:

The 2022 DMV's Highway Safety Grant for selective enforcement activities related to speed will provide considerable safety measures for the citizens of Hampton through added patrol and enforcement activities. Historically, the City has provided an in-kind match for this grant.  The City has been awarded $50,630.00 in grant funds with a required in-kind match of $25,315.00. This match will cover the cost of fuel and maintenance that results from grant enforcement activities and is budgeted through the Police Division's operating budget. The total grant award is $75,945.00.

                     WHEREAS, the City of Hampton has been awarded the 2022 Department of Motor Vehicles' Highway Safety Grant in the amount of $50,630.00 in federal funds;

                    

                     WHEREAS, the 2022 Department of Motor Vehicles' Highway Safety Grant requires an in-kind match of $25,315.00 which will be met through the Police Division's existing operating budget;

 

                     WHEREAS, the combined funds of the 2022 Department of Motor Vehicles' Highway Safety Grant and the in-kind match, which total $75,945.00, will be used by the Hampton Police Division to fund officer overtime expenses related to selective enforcement (speed); the purchase of one (1) RADAR unit and one (1)  LIDAR unit; and highway safety related training for two (2) officers; and

 

                     WHEREAS, the grant award covers the period of October 1, 2021 to September 30, 2022.

                    

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to accept and appropriate the 2022 Department of Motor Vehicles' Highway Safety Grant (Selective Enforcement - Speed) in the amount of $50,630.00, and any supplemental funding, as awarded by the Commonwealth of Virginia, Department of Motor Vehicles to the Grant Fund in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
