Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the 2023 Urban Area Security Initiative Grant Awarded through the Virginia Department of Emergency Management for Terrorism/Active Shooter and Bleeding Control Training for the Hampton Roads region

 

Purpose

PURPOSE/BACKGROUND:

The Urban Area Security Initiative (“UASI”) Grant assists state, local, tribal, and territorial efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. The City of Hampton (the “City”) has been awarded, as fiduciary, a 2023 UASI Grant awarded through the Virginia Department of Emergency Management for Terrorism/Active Shooter and Bleeding Control Training for the Hampton Roads region.

 

Discussion:

This grant is awarded to the City of Hampton as the fiduciary agent for joint preparedness and training programs with the Hampton Roads localities. Funding will go to support public terrorism/active shooter and bleeding control training throughout the Hampton Roads region. Currently there are no other funding sources for this support of the Office of Emergency Management other than additional City funds.

 

Impact:

The City has been awarded $132,000.00 in funding from the 2023 Urban Area Security Initiative (“UASI”) Grant with no local match required.  This grant allows the Office of Emergency Management and the other Hampton Roads jurisdictions to continue to provide training and support for emergency preparedness and training programs to better prepare and build resiliency in the City and the region for future threats.

Body

                         WHEREAS, the Virginia Department of Emergency Management has awarded the City of Hampton, Virginia (the “City”), as the fiduciary agent for joint emergency preparedness and training  programs with the Hampton Roads jurisdictions, a 2023 Urban Area Security Initiative (“UASI”) Grant in the amount of $132,000.00;

 

                         WHEREAS, the UASI Grant award requires no match;

 

                         WHEREAS, the total UASI Grant award of $132,000.00 will be used by the Office of Emergency Management to support Terrorism/Active Shooter and Bleeding Control Training for the Hampton Roads region; and

 

                         WHEREAS, the grant award covers the period of September 1, 2023 through June 30, 2025.

 

                         NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2024 Council Approved Budget to accept and appropriate the 2023 Urban Area Security Initiative Grant in the amount of $132,000.00, and any supplemental funding, awarded by the Virginia Department of Emergency Management to the Grant Fund in accordance with the grant agreement.

 

                         BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award
