D. of the Hampton Sentara CarePlex Hospital to be the Only Source Practicably Available from which to Procure the service of Operational Medical Director for Hampton Division of Fire & Rescue and Authorizing the Negotiation and Execution of a Service Contract with Christopher L. Baker, M.D. as "Sole Source"
Purpose
PURPOSE/BACKGROUND:
Christopher L. Baker, M. D. of Hampton Sentara CarePlex Hospital has been Hampton Division of Fire & Rescue's Operational Medical Director (OMD) since 2004 and HDFR is asking the Council to renew his quarterly stipend agreement with the City of Hampton for being the OMD for the City's Division of Fire & Rescue. Dr. Baker is in a unique position to shape the City's EMS program and agrees to continue to provide his services as OMD for the City's EMS agency and the four volunteer rescue companies (Phoebus, Wythe, Buckroe and Northampton) and its members under his license. Dr. Baker acts as a resource to the Division in planning, scheduling and delivery of training and continuing education programs for EMS personnel. HDFR would like to renew the 5-year sole source resolution allowing HDFR to grant Dr. Baker a stipend on a quarterly basis. The stipend equals $20,000 for the year @ $5,000 per quarter and is paid from Hampton Division of Fire & Rescue's fiscal budget.
Discussion:
The City of Hampton, Virginia is required by law to have an Operational Medical Director (OMD) and Christopher L. Baker, M.D. is approved as an OMD by the Peninsula Emergency Medical Services Medical Advisors Committee.
Impact:
Sentara CarePlex Hospital and Hampton Division of Fire & Rescue share a valuable partnership and both organizations strive to provide excellent customer service which exceeds customer expectations. Sentara CarePlex Hospital and Hampton Division of Fire & Rescue are in the business of doing the most amount of good for the greatest number of people promoting a safe community in which to live.

Hampton Division of Fire & Rescue recommend that the Hampton City Council approve Christopher L. Baker, M.D. another five (5) years as its sole source Operational Medical Director for the cost of $20,000 per year or $5,000 per quarter.
Body
WHEREAS, Hampton City Council recognizes the public interest in providing through its Division of Fire & Rescue the most efficient and effective means reasonably available and affordable to secure Christopher L. Baker, M.D. as HDFR's Operational Medical Director;
WHEREAS, Christopher L. Baker, M.D. is approved by the Peninsulas Emergency Medical Services Medical Advisors Committee to hold the title of Operational Medical Director and the City of Hampton is required by law to have an Operational Medical Director for its EMS program; and
WHEREAS, Christopher L. Baker, M.D. has been the Operational Medical Director for 10 years, and the price at which Christopher L. Baker, M.D. has offered for his services has been determined to be fair and reasonable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:
1. That the contract for procuring the services described above may be awarded to Christopher L. Baker, M.D. as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;
2. That the City Manager or her authorized designee is hereby authorized to negotiate and execute a service contract with Christopher L. Baker, M.D.; and
3. That the sole source determination and notice awarding the contract to Christopher L. Baker, M.D. shall be posted pursuant to Virginia Code Section 2.2-4303.E.
