Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Defense Community Infrastructure Pilot Program ("DCIP") Grant Awarded through the U.S. Department of Defense Office of Local Defense Community Cooperation ("OLDCC")

 

Purpose

PURPOSE/BACKGROUND:

The City has been conditionally awarded funds pursuant to the Defense Community Infrastructure Pilot Program (DCIP). Due to the federal DCIP grant timeline, which is tied to the end of the federal government's fiscal year on September 30, 2022, adoption of an  appropriation resolution is necessary prior to receipt of the final grant award and execution of the grant agreement. Thus, the purpose of this resolution is to accept and appropriate such federal grant funds and allocate matching funds. This conditional grant award is for $7,670,000.00, which requires a local cash match of $3,290,000.00 for a total of $10,960,000.00. These funds will facilitate the construction of a public safety training facility at Fort Monroe.

 

The DCIP grant will allow the Hampton Police Division (HPD) and Joint Base Langley-Eustis (JBLE) to replace two existing and outdated training facilities that are currently used by each entity. The project objective is to provide a contemporary, state-of-the-art, indoor training facility that meets both the needs of HPD and JBLE-Langley’s federal standards pursuant to the Department of Defense Uniform Facilities Criteria (UFC). The new training facility will be located at Fort Monroe within an existing building, which is intended to be managed through a long-term lease agreement between the City of Hampton and the Fort Monroe Authority. This jointly-operated public safety training facility will be a non-intrusive indoor facility and eliminate the safety, noise, logistics, and security issues connected with the operation of the current HPD and JBLE training facilities, both of which are primarily outdoor facilities located adjacent to residential areas.

 

Impact:

The City has been awarded $7,670,000.00 in grant funds. The required local cash match is $3,290,000.00, which was previously appropriated by the City Council in its Fiscal Year 2022 Capital Budget adopted on May 12, 2021. The total project budget is $10,960,000.00.

Body

                     WHEREAS, the City of Hampton ("City") is in the final review process for a federal Office of Local Defense Community Cooperation grant; specifically, a 2022 Defense Community Infrastructure Pilot Grant Program ("DCIP Grant");

                     

                     WHEREAS, the final DCIP Grant award decision is expected to be made by the federal government this month, in September 2022;

 

                     WHEREAS, the DCIP Grant, when awarded, will be in the amount of $7,670,000.00 in federal funds;

 

                     WHEREAS, the DCIP Grant funding will facilitate the establishment of a new firing range at Fort Monroe, in partnership with Joint Base Langley-Eustic (JBLE);

 

            WHEREAS, when awarded, the DCIP Grant will require a local cash match of $3,290,000.00 ("DCIP Grant Match"), for a combined total project budget of $10,960,000.00;

 

             WHEREAS, the DCIP Grant, when awarded, will cover the period from September 1, 2022 through May 21, 2025; and

 

                     WHEREAS, due to the federal DCIP Grant timeline, which is tied to the end of the federal government's fiscal year on September 30, 2022, adoption of this appropriation resolution, is necessary prior to receipt of the grant award or execution of the grant agreement.

 

            NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby:

 

                     (1)                     Amends its Fiscal Year 2022 Council Approved Budget to Accept and appropriate the DCIP Grant, if awarded to the City of Hampton, in the amount of $7,670,000.00 in federal funds;

 

                     (2)                     Approves the transfer of $3,290,000.00 from the Capital Budget appropriated in Fiscal Year 2022 for this training facility to the Grant Fund for the DCIP Grant Match;

 

                     (3)                     Authorizes the City Manager, or her designee, to take any and all actions necessary to implement the grant award, including execution of the relevant grant agreements and other documents upon approval by the City Attorney.
