Title

Resolution Requesting that the Virginia Department of Transportation Program Four New Projects into its Six-Year Improvement Plan

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) SMART SCALE Funds.  The City was notified that VDOT’s funding will be received on 100% Federal and State share basis beginning in Fiscal Year 2026 for the following projects (collectively the “Projects”):

 

1.  North King Street Corridor Improvements Segment 5 Project - This project will install a shared-use path along the east side of North King Street to provide ADA accommodations at existing bus stops and construct the last segment of a continuous shared-use path between Downtown and the Langley Air Force gate.

 

2.  North Campus Parkway Bicycle and Pedestrian Improvements Project - This project will install a shared-use path along North Campus Parkway, between Neil Armstrong Parkway, formerly Magruder Boulevard and Commander Shepard Boulevard, and will install missing sidewalk sections along North Campus Parkway and Floyd Thompson Boulevard between Commander Shepard Boulevard and Neil Armstrong Parkway, formerly Magruder Boulevard. 

 

3.  Tide Mill Pedestrian Improvements Project - This project will construct 0.6 miles of 8-10-foot shared used path on Eastbound Tide Mill Lane from North Armistead Avenue to Charlton Drive; install ADA compliant ramps at eight entrances on Eastbound Tide Mill Lane between North Armistead Avenue and Charlton Drive; install ADA ramps and a high-visibility crosswalk on the south leg of Tide Mill Lane/Ruby Court; and repave Eastbound Tide Mill Lane from west of Ruby Court to Charlton Drive to remove the Eastbound turn lane at Tide Mill Lane/Charlton Drive.

 

4.  West Queen Street Corridor Improvements Project - This project will construct 2200 feet of 10-foot path on Westbound West Queen Street to East Weaver Road to Power Plant Parkway; construct 1200 ft of 5-ft sidewalk on Eastbound West Queen Street from St. Johns Drive to Power Plant Parkway; construct 300 ft of 5-ft sidewalk on Eastbound Power Plant Parkway from West Queen Street to 300 East of West Queen Street; construct 700 feet of 5-ft sidewalk on Westbound Queen Street from Power Plant Parkway to East Weaver Road; and reduce the number of travel lanes on both directions of West Queen Street from four to two from Marketplace Drive to Power Plant Parkway. 

 

In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each qualifying transportation project and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements required for implementation of such projects.  The Projects have funding requested in the FY2026 Budget, and will be fully funded with Federal and State funds to be paid on a reimbursement basis to the City following the expenditure of City funds.

Body

 

                     WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program qualifying transportation projects in the City of Hampton (the “City”);

 

                     WHEREAS, if approved, VDOT will allocate sufficient federal and state funds to fully fund such projects;

 

                     WHEREAS, VDOT has indicated and is prepared to program SMART SCALE Funds to be used by the City for four projects and has assigned UPC numbers to those projects.  The projects being specifically identified as follows (collectively the “Projects”):

 

                     A.  North King Street Corridor Improvements Segment 5 Project, UPC 119212;

 

                     B.  North Campus Parkway Bicycle and Pedestrian Improvements Project,

      UPC 119233;

 

                     C.  Tide Mill Pedestrian Improvements Project, UPC 123163; and

 

                     D.  West Queen Street Corridor Improvements Project, UPC 123173;

 

                     WHEREAS, the funds received from VDOT for the Project will be paid on a reimbursement basis to the City following the expenditure of City funds; and

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on the funds for the Projects.

 

                      NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects, that:

 

                     A.  The Virginia Department of Transportation is requested to program SMART SCALE Funds into the Six-Year Improvement Plan for the City for the herein referenced Projects; and

 

                     B.  The City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
