Resolution determining Intellicheck Mobilisa, Inc. to be the only source practicably available from which to procure mobile identification authentication and verification system for use by law enforcement agencies

 

Purpose

PURPOSE/BACKGROUND:

The Hampton Police Division desires to evaluate the effectiveness of Law ID, a mobile identification authentication and verification system through participation in a pilot program.  This system allows law enforcement officers to quickly scan a driver’s license with minimal loss of visual contact. The program authenticates the contact’s identification and highlights critical fields from DMV and criminal records, so the officer can quickly assess whether caution is warranted.

 

 

Discussion:

 

It is the policy of the Hampton Police Division to utilize technology to enhance its mission and increase safety of both officers and citizens. Every interaction between an officer and an unknown contact has potential risks. Using the Law ID program is one way that the Hampton Police Division may be able to reduce those risks.   In addition, Law ID may decrease the time it takes for an officer to fill out paperwork associated with a traffic stop or other citizen encounter by automatically populating standardized forms with information retrieved during the records search. 

 

Impact:

 

The Hampton Police Division wants to procure 25-30 licenses for its pilot program.    The cost per license is $29.99 per month, making the total cost for a twelve month pilot around $9,000-$11,000.  However, the Division has grant funding for this project.

                     WHEREAS, the Hampton Police Division desires to evaluate the effectiveness of Law ID, a mobile identification authentication and verification system through participation in a pilot program;

 

                     WHEREAS, the Law ID system would allow Hampton Police Division officers to quickly scan an ID with minimal loss of visual contact. Law ID instantly authenticates the contact’s identification and highlights critical fields from DMV and criminal records, so the officer can quickly assess whether caution is warranted;

 

                     WHEREAS, Law ID is the only known product that provides this service, and the software that powers Law ID is patented by Intellicheck Mobilisa, Inc.;

 

                     WHEREAS, it has for some time been the policy of the Hampton Police Division to utilize technology to enhance its mission and increase safety of both officers and citizens, and the  Council  recognizes that this action is in the best interests of the City and the citizens who are supported by police services;

 

                     WHEREAS, the price at which Intellicheck Mobilisa, Inc. has offered licenses for the Law ID pilot has been determined by the Hampton Police Division to be fair and reasonable.

 

                     NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA as follows:

 

That the contract for procuring the Law ID system for a pilot program, may be negotiated and awarded to Intellicheck Mobilisa, Inc., as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;

 

That the City Manager or her authorized designee is authorized to negotiate and execute a contract for the purchase of the Law ID system for a pilot program with Intellicheck Mobilisa, Inc.; and

 

That the notice awarding the contract to Intellicheck Mobilisa, Inc. shall be posted in a public place as required by Virginia Code Section 2.2-4303.E.
