Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2016 State Homeland Security Program Grant through the Virginia Department of Emergency Management

 

 

Purpose

PURPOSE/BACKGROUND:

This grant was awarded to the City of Hampton to go towards supporting the City of Hampton’s and the City of Poquoson’s Citizen Corps programs.

 

 

Discussion:

The City of Hampton has been awarded a 2016 State Homeland Security Program Grant (SHSP). The grant award is for $42,000.00 with no local match required for a total of $42,000.00 for the grant. 

 

This grant supports Hampton’s and Poquoson’s Citizen Corps programs. These funds will be used to sustain and expand our Citizen Corps programs, using economies of scale to hold joint Community Emergency Response Team (CERT) and Community Animal Response Teams (CART) classes. This grant will allow the city's Office of Emergency Management to purchase supplies such as: CERT backpacks, field guides, moulage and medical supplies for CERT and CART. This grant also supports instruction of 4 CERT basic courses (2 in Hampton, 2 in Poquoson), advanced courses, CERT Train-the-Trainer course, CERT program development, Pet CPR and CERT rodeos. Outreach programs will be conducted during National Preparedness Month and other events where Emergency Management will handout preparedness information and recruit volunteers

 

Impact:

This grant allows the city's Office of Emergency Management to continue to support sustain and expand the CERT and CART programs which will better prepare the city for future threats.

                     WHEREAS, the Virginia Department of Emergency Management has awarded a 2016 Emergency Management Performance Grant to the City of Hampton in the amount of $42,000.00 with no local match required for a total grant amount of $42,000.00; and

 

                     WHEREAS, the grant award covers the period of September 1, 2016 through March 31, 2018. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2016 State Homeland Security Grant in the amount of $42,000.00, with no local match required, and any related supplemental funding by the Virginia Department of Emergency Management in accordance with the grant agreement. 

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
