Resolution Approving Recommended Amendments to the Name and Membership Composition of the Animal Control Advisory Committee (ACAC)
Purpose
PURPOSE/BACKGROUND:
This resolution approves amendments to the name and membership of the ACAC, as recommended by the ACAC.
Discussion:
The following amendments are recommended:
1. That the name of the Committee be changed from "Animal Control Advisory Committee" to "Hampton Animal Response Team Advisory Committee" due to the name change of Hampton Animal Control to the Hampton Animal Response Team (HART).
2. That the Resolution preference for a Peninsula SPCA board member to serve as an ACAC member be eliminated since the City's shelter is now the Peninsula Regional Animal Shelter and the City is no longer directly affiliated with the Peninsula SPCA, as it was at the time the ACAC was created.
3. That the requirement that the HART Manager must serve as an ACAC non-voting member be expanded to allow the HART Deputy Manager to serve as an ACAC non-voting member since, at times, including in the recent past, there was no HART Manager and only a HART Deputy Manager.
4. That the term lengths be adjusted from three (3) years to four (4) years to align with most other Council-appointed entities.

WHEREAS, the Hampton City Council created the Animal Control Advisory Committee by Resolution on June 20, 2007;
WHEREAS, the Hampton City Council amended the composition of the Animal Control Advisory Committee on January 12, 2011, and January 8, 2014, to reflect a preference, rather than a requirement, for a Peninsula SPCA board member to serve as a voting member on the ACAC;
WHEREAS, the City is no longer directly affiliated with the Peninsula SPCA as it was at the time the ACAC was created;
WHEREAS, Hampton Animal Control has now been renamed the Hampton Animal Response Team (HART);
WHEREAS, at times there may not be a HART Manager and there may only be a HART Deputy Manager; and
WHEREAS, a super majority of the ACAC voting members voted unanimously at a regularly scheduled meeting to recommend the following changes for City Council's approval.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton that the following amendments be made to the name and membership composition of the ACAC:
1. The preference to include a SPCA board member on the ACAC is hereby eliminated.
2. The requirement to include the animal control/animal response team manager on the ACAC as a non-voting member is hereby expanded to allow the animal control/animal response team deputy manager to serve in the alternative.
3. The name of the ACAC is changed to reflect the change in name of the Animal Control Unit to the "Hampton Animal Response Team," thereby making the new name of the Committee the "Hampton Animal Response Team Advisory Committee (HARTAC)."
4. The membership of the HARTAC shall consist of nine (9) members, including seven (7) voting members and two non-voting members, as follows: (a) seven (7) citizens of the City who shall include a veterinarian or other certified animal health care professional, whenever legally and practically feasible, all of whom shall be voting members; and (b) two non-voting members who shall be the Assistant City Manager charged by the City Manager with oversight of the Hampton Animal Response Team, and the Hampton Animal Response Team Manager or Deputy Manager.
5. All other provisions of Resolution Numbers 07-0339, 10-0512, and 14-0041, as amended and not inconsistent with this Resolution shall remain in effect.
BE IT FURTHER RESOLVED by the City Council of the City of Hampton that the term lengths be adjusted to four (4) year terms instead of three (3) year terms.
