Title

Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the 2023 State Homeland Security Program Grant Awarded through the Virginia Department of Emergency Management for the Regional Citizen Corps Project Hampton and Poquoson.

 

Purpose

PURPOSE/BACKGROUND:

The State Homeland Security Program ("SHSP") Grant assists state, local, tribal, and territorial efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. The City of Hampton (the “City”) has been awarded, as fiduciary, a 2023 SHSP Grant awarded through the Virginia Department of Emergency Management for Regional Citizen Corps Project Hampton and Poquoson for joint emergency preparedness and resiliency programs with the City of Poquoson.

 

Discussion:

This grant is awarded to the City of Hampton as the fiduciary agent for joint preparedness programs with the City of Poquoson. Funding will go towards training and education for volunteers and staff who support the Citizen Corps programs in each city.  Currently there are no other funding sources for this support of the Office of Emergency Management other than additional City funds.

 

Impact:

The City has been awarded $45,000.00 in funding from the 2023 State Homeland Security Program ("SHSP") Grant with no local match required.  This grant allows the Office of Emergency Management to continue to provide training and support for emergency preparedness programs to better prepare and build resiliency in the City for future threats.

                         WHEREAS, the Virginia Department of Emergency Management has awarded the City of Hampton, Virginia (the “City”), as the fiduciary agent for joint emergency preparedness programs with the City of Poquoson, a 2023 State Homeland Security Program ("SHSP") Grant in the amount of $45,000.00;

 

                         WHEREAS, the SHSP Grant award requires no match;

 

                         WHEREAS, the total SHSP Grant award of $45,000.00 will be used by the Office of Emergency Management to support the Regional Citizen Corps Project; and

 

                         WHEREAS, the grant award covers the period of October 1, 2023 through June 30, 2025. 

 

                         NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2024 Council Approved Budget to accept and appropriate the 2023 State Homeland Security Program Grant in the amount of $45,000.00, and any supplemental funding, awarded by the Virginia Department of Emergency Management to the Grant Fund in accordance with the grant agreement. 

 

                         BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
