Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2015 Supplemental Local Emergency Management Performance Grant Program through the Virginia Department of Emergency Management

 

Purpose

PURPOSE/BACKGROUND:

This grant is awarded yearly to the City of Hampton to go towards supporting the City of Hampton’s Emergency Management program.

 

Discussion:

The City of Hampton has been awarded a 2015 Supplemental Local Emergency Management Performance Grant (LEMPG) to support the City of Hampton’s Emergency Management program. This grant is for $30,000.00 with required local in-kind match of $30,000.00 for a total of $60,000.00 to go towards the Emergency Management program in Hampton. Some of these funds will be used to support an active shooter training and exercise program for city departments and private businesses that will be coordinated in participation with the Police Department. A second portion of the grant will allow Information Technology to purchase an add-on to our Everbridge alerting software to call city employee’s numbers for emergency messaging. The third portion of the grant will be used to hold a shelter exercise that will test the city’s ability to open multiple shelters at the same time. Currently there are no other funding sources for this support of the Office of Emergency Management other than funding through additional city funds.

 

Impact:

This grant allows the Office of Emergency Management to continue outreach to the community on preparedness activities and continued education for city staff on emergency preparedness issues. These activities will better prepare the city for future threats and emergencies.

                     WHEREAS, the Virginia Department of Emergency Management has awarded a 2015 Supplemental Local Emergency Management Performance Grant to the City of Hampton in the amount of $30,000.00 with a local match required of $30,000.00 for a total grant amount of $60,000.00; 

 

                     WHEREAS, the required local match will be covered by $30,000.00 in in-kind services; and 

 

                     WHEREAS, the grant award covers the period July 1, 2016 through June 30, 2017. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2016 Emergency Management Performance Grant in the amount of $30,000.00 awarded and any related supplemental funding by the Virginia Department of Emergency Management in accordance with the grant agreement. 

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
