Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2015 State Homeland Security Program - Citizen Preparedness Grant through the Virginia Department of Emergency Management

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton has received federal funding for citizen corps programs for over the decade. Hampton’s CERT(Community Emergency Response Team) team was formed in 1999 and has a long history of residents volunteering to assist during disasters.

 

Discussion:

The City of Hampton has been awarded a 2015 State Homeland Security Program - Citizen Preparedness Grant to support the City of Hampton’s Citizen Corps program. The grant is for $37,000 with no match required. The grant will support the following programs: Community Emergency Response Teams (CERT), and Community Animal Response Team (CART). Hampton CERT has trained close to 101 new members since 2013 and continues to grow as a program. Members of Hampton’s Citizen Corps provide the City a valuable resource pool during disasters. Currently there are no other funding sources for this program other than funding it through additional City funds or the State Homeland Security Grant.

 

Impact:

This grant allows the Office of Emergency Management to continue to train volunteer resources mentioned in the City of Hampton’s Emergency Operations Plan.

 WHEREAS, the Virginia Department of Emergency Management has awarded a 2015 State Homeland Security Program - Citizen Preparedness Grant to the City of Hampton in the amount of $37,000 with a local match required of $0 for a total grant amount of $37,000; and

 

WHEREAS, the grant award covers the period September 1, 2015 through March 31, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the 2015 State Homeland Security Program Grant in the amount of $37,000 awarded and any related supplemental funding by the Virginia Department of Emergency Management in accordance with the grant agreement; and

                     

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
