Purpose

PURPOSE/BACKGROUND:

To approve the resolution in recognition of Chris Snead.

Body

WHEREAS, Christine “Chris” Osby Snead was born on December 28, 1955;

 

WHEREAS, she is a native of the City of Hampton, Virginia; 

 

WHEREAS, she graduated from Hampton High School, received an Associate’s Degree in accounting from Thomas Nelson Community College and completed additional coursework in that field at Saint Leo’s University;

 

WHEREAS, prior to serving on the Hampton City Council, Councilwoman Snead worked for the City of Hampton for an impressive 34 years;

 

WHEREAS, she began her career as a clerk typist in the City Manager’s Office as part of the Comprehensive Employment and Training Act Program and quickly became an example of what this program was meant to accomplish;

 

WHEREAS, she was promoted to positions of increasing responsibility and served her last 15 years with the City as its Budget Director;

 

WHEREAS, under her leadership, the Hampton Office of Budget and Management Analysis received several Awards for Excellence in Budget Presentation;

 

WHEREAS, Councilwoman Snead was instrumental in developing several innovative budgeting strategies, most notably, the “I Value” campaign used to gauge citizen input on the budget;

 

WHEREAS, Councilwoman Snead has a long history of public service to the citizens of Hampton;

 

WHEREAS, she was first elected to serve on Hampton City Council in 2012; was re-elected to a second four-year term in 2016; and a third four-year term in 2020;

 

WHEREAS, as a Council member, she has represented various regional organizations and has served on the Virginia First Cities; the Finance Committee and Legislative Committee for the Virginia Municipal League; the Hampton Roads Regional Jail Committee; the Chesapeake Bay Bridge and Tunnel Commission’s Finance and Renewable Energy and Tolling Committees; and the City of Hampton’s Finance Committee; 

 

WHEREAS, she serves as a Council liaison to the Hampton Redevelopment and Housing Authority and the Citizens Engagement Advisory Review Committee; is a certified Planning Commissioner; and previously served on the Hampton Planning Commission and the Hampton Roads Planning District Commission;

 

WHEREAS, Councilwoman Snead also serves on the Y. H. Thomas Community Center Board of Directors and served on the Board of Star Achievers;

 

WHEREAS, in November 2021, Councilwoman Snead was elected by the Hampton voters to be the next City Treasurer and is vacating her Council seat to serve our community in this critical role; and

 

WHEREAS, in her spare time, Councilwoman Snead enjoys traveling with friends, building puzzles, playing video games with her grandson and spending time with her daughter. 

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that Councilwoman Christine “Chris” Osby Snead, be and hereby is, recognized and commended for her service to the Hampton City Council and the citizens of the City of Hampton.

 

BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of the December 8, 2021, City Council meeting of the City of Hampton, Virginia, and that an appropriate copy be signed by the Mayor, attested by the Clerk and presented to Christine “Chris” Osby Snead.
