Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2015 State Homeland Security Program - Cyber Security Recovery Plan and Exercise Grant through the Virginia Department of Emergency Management

 

Purpose

PURPOSE/BACKGROUND:

This grant is for a Cyber Security Recovery Plan and Exercise to include a Business Disaster Recovery plan that will focus on how the City of Hampton would recover and operate during a crisis caused by a cyber-attack while still providing critical services to its citizens.

 

 

Discussion:

The City of Hampton has been awarded a 2015 State Homeland Security Program Grant to support the creation of a Cyber Security Recovery Plan and Exercise. The grant is for $45,000 with no local match required.  This grant was a collaborative effort between the Office of Emergency Management and the Department of Information Technology. This plan will focus on the development of a Cyber Security Recovery plan to include Business Disaster Recovery. This plan would focus on how the City of Hampton would recover and operate during a crisis caused by a cyber-attack while still providing critical services to its citizens. For example, our communications and critical infrastructure is heavily dependent on technology. A prolonged attack could cause life safety issues. Hampton has local, State and Federal agencies that are target rich for cyber security breaches and attacks.  The second part of this grant is to conduct a tabletop exercise to test the plan. Currently there are no other funding sources for this program other than funding it through additional city funds or the State Homeland Security Grant.

 

 

Impact:

This grant allows the Office of Emergency Management to continue to develop additional annexes to Hampton’s Emergency Operations Plan. The development of a Cyber Security Recovery Plan to include a Business Disaster Recovery plan will better prepare the city to future threats.

 WHEREAS, the Virginia Department of Emergency Management has awarded a 2015 State Homeland Security Program - Cyber Security Recovery Plan and Exercise Grant to the City of Hampton in the amount of $45,000 with a local match required of $0 for a total grant amount of $45,000; and

 

WHEREAS, the grant award covers the period September 1, 2015 through March 31, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the 2015 State Homeland Security Program - Cyber Security Recovery Plan and Exercise  Grant in the amount of $45,000 awarded, and any related supplemental funding, by the Virginia Department of Emergency Management in accordance with the grant agreement;

                     

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
