Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the Federal Fiscal Year 2024 Highway Safety Grant - Selective Enforcement - Police Traffic Services Grant, Awarded by Virginia Department of Motor Vehicles / Highway Safety Office.
Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Motor Vehicles, Highway Safety Office, annually awards grants with specific focus areas geared around enforcement of traffic violations that contribute to accidents with injuries and fatalities throughout the Commonwealth of Virginia. This year the Department of Motor Vehicles, Highway Safety Office, selected the City of Hampton to receive funding to create overtime patrols focusing upon speeding and occupant protection enforcement on the streets of the City of Hampton. The grant will also provide limited funding for advanced training for selected officers dealing with Highway Safety.
Discussion:
This grant award will pay the officers to work overtime conducting selective enforcement for speed and occupant protection violations in times and locations throughout the City of Hampton that have historically experienced serious accidents. The grant will also pay for a select number of officers to attend advanced Highway Safety Office approved training.
The City has been awarded $35,200.00 by the Virginia Department of Motor Vehicles, Highway Safety Office funding, via a pass-through award from the United States Department of Transportation, National Highway Traffic Safety Administration program, with a required in-kind match of $17,600.00, for a total grant award of $52,800.00. The in-kind match will be met with Hampton Police Division’s fuel expense operating budget.

WHEREAS, the Virginia Department of Motor Vehicles, Highway Safety Office, has awarded the Federal Fiscal Year 2024 Highway Safety Grant - Selective Enforcement - Police Traffic Services Grant in the amount of $35,200.00;
WHEREAS, the 2024 Highway Safety Grant - Selective Enforcement - Police Traffic Services Grant award requires an in-kind match of $17,600.00.
WHEREAS, the combined funds of the Federal Fiscal Year 2024 Highway Safety Grant - Selective Enforcement - Police Traffic Services Grant award and the required in-kind match totaling $52,800.00 will be used by the Hampton Police Division to conduct overtime selective speed and occupant protection enforcement in areas of serious accidents and fatalities, and also, to send selected officers to advanced highway safety training; and
WHEREAS, the grant award is for the period of October 1, 2023 through September 30, 2024.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2024 Council Approved Budget to:
(1) accept and appropriate the 2024 Highway Safety Grant - Selective Enforcement - Police Traffic Services Grant award in the amount of $35,200.00; and (2) approve the in-kind match of $17,600.00 from the Hampton Police Division’s operating budget in the form of fuel expenses, for the purpose of funding overtime expenses for selective speed and occupant protection enforcement and advanced highway safety training, in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
