Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Residential Substance Abuse Treatment ("RSAT") Program Grant awarded by the Virginia Department of Criminal Justice Services

 

Purpose

PURPOSE/BACKGROUND:

The Residential Substance Abuse Treatment ("RSAT") Program is an evidence-based program that utilizes traditional Medication Assisted Treatment ("MAT") services in prisons and jails.  The program's goal is to break the cycle of drug addiction and violence by reducing the demand for use as well as the trafficking of illegal drugs.  This is accomplished by (1) providing residential substance use treatment for incarcerated inmates; (2) preparing individuals for reintegration into the community; and (3) assisting individuals and their community with the re-entry process by delivering community-based treatment and other broad-based aftercare services.

 

Discussion:

The 2022 RSAT Program Grant proceeds will be utilized to plan the implementation of a RSAT program for inmates housed within the Sheriff's Office facilities for a period of one year.

 

Impact:

The federal grant award is $33,750, with a required local cash match of $11,250.  The cash match will be funded from the Sheriff's Office operating budget for a total grant award of $45,000.

                     WHEREAS, the Virginia Department of Criminal Justice Services has awarded the 2022 Residential Substance Abuse Treatment ("RSAT") Program Grant in the amount of the $33,750 in federal funding;

 

WHEREAS, the 2022 RSAT Program Grant award requires a local cash match of $11,250; 

 

                     WHEREAS, the combined funds of the 2022 RSAT Program Grant award and the required local cash match, which total $45,000, will be used by the Sheriff’s Office to plan the implementation of a RSAT program for inmates housed within the Sheriff's Office facilities; and

                    

WHEREAS, the grant award is for the period of July 1, 2021 through June 30, 2022.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to:  (1) accept and appropriate the 2022 Residential Substance Abuse Treatment Program Grant award in the amount of $33,750 in federal funds, and any supplemental funding, from the Virginia Department of Criminal Justice Services to the Grant Fund; and  (2) approve the transfer of $11,250, which is the required local cash match, from the Sheriff's Office operating budget to the Grant Fund for the purpose of planning the implementation of a RSAT program for inmates housed within the Sheriff’s Office facilities in accordance with the grant agreement.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
